About this opportunity

Early County Board of Commissioners in Georgia is requesting qualifications for on-call airport planning and environmental consulting services at Early County Airport in Blakely, Georgia, under a five-year Master Agreement, with qualifications due August 28, 2026. Responding firms must be currently prequalified with the Georgia Department of Transportation in Area Classes 1.08 Airport Master Planning and 2.09 Airport Design — a hard eligibility gate. DBE utilization is required for federally funded projects exceeding $250,000, with proposed DBE firms certified by the Georgia Uniform Certification Program.

The scope covers airport system and master planning, noise compatibility planning, environmental assessments, facility inventories, aviation forecasts, capacity analyses, airfield modeling, airport layout planning, compatible land-use planning, site selection studies, and financial planning. Services also include geotechnical and subsurface investigations, topographic surveying, preliminary and final design, and bidding support, with individual work authorizations and task orders issued on an assignment-by-assignment basis for projects initiated within five years of agreement execution.

This is a qualification-based selection with no pricing component. Statements of Qualifications must be sealed and delivered to 204 Court Square, Blakely, GA 39823, limited to 25 pages excluding tabs and cover letter, and must address team structure, key personnel resumes, relevant experience with general aviation airports in the past five years, office proximity to the airport, references from at least three current airport clients, FAA and State Aviation Program regulatory familiarity, current workload capacity, construction inspection qualifications, geographic familiarity, and documented good faith efforts to meet DBE goals.

Questions are due August 14, 2026; responses will be provided by August 21, 2026. Site visits may be requested prior to submission. The Selection Committee will evaluate qualifications and may invite consultants to interviews, notifying unsuccessful firms in writing within five days of selection completion. Consultants must comply with 49 USC 47107(a)(17), 2 CFR 200.320, and FAA Advisory Circular 150/5100-14. Contact Stephanie Chandler at (229) 723-4303 or stephanie.chandler@earlycounty.org.
