About this opportunity
Palm Beach County's Department of Airports issued Request for Submittal (RFS) No. PB 22-6 on June 28, 2022, for the operation and management of an Airport Baggage Cart Concession at Palm Beach International Airport. The procurement seeks a qualified firm to provide, install, maintain, and operate baggage cart systems and self-service dispensing units throughout the passenger terminal building. Respondents must demonstrate relevant experience operating baggage cart services at a minimum of one airport with annual enplanements of at least 2,000,000 passengers and maintain adequate staffing within the airport's region. The concession agreement will commence October 1, 2022, for an initial three-year term with a County option to renew for one additional two-year term. Evaluation will be based on financial proposal (40 points), experience and qualifications (30 points), and project approach (30 points). A mandatory pre-submittal conference was held on June 27, 2022, at the Department of Airports Administrative Offices, and written questions were required to be submitted by 4:00 p.m. on June 30, 2022, with submittal responses due by 3:30 p.m. on July 15, 2022.
The procurement includes an Airport Concession Disadvantaged Business Enterprise (ACDBE) participation goal requiring respondents to commit to 10 percent ACDBE participation in purchases of goods and services, with respondents obligated to demonstrate good faith efforts to achieve this goal or provide documented justification for falling short; failure to submit required documentation will result in disqualification. All respondents must be registered vendors in Palm Beach County's Vendor Self Service (VSS) system prior to contract award, and all subcontractors must also be registered in the system. Respondents are required to submit a security deposit equal to three monthly concession fee payments in the form of an irrevocable letter of credit or surety bond and maintain comprehensive general liability insurance of at least $5,000,000 per occurrence, business auto liability insurance of $1,000,000, and workers' compensation insurance in compliance with Florida statutes. The concession fee structure consists of fixed monthly payments as specified in the respondent's revenue submittal, monthly statements of gross revenues, and utility consumption reimbursement, with County approval required prior to any adjustment of cart rental fees. Award values and budget ranges are not specified in the RFS documentation; the financial proposal component will be based on the respondent's own revenue submittal for proposed annual concession fees for each year of the initial three-year term and any renewal term.
