Amendment No. 2 to Request for Submittal for Airport Baggage Cart Concession
This is Amendment No. 2 to Request for Submittal (RFS) No. PB 22-6, issued by the Palm Beach County Department of Airports on June 28, 2022, for the operation and management of a baggage cart concession at Palm Beach International Airport. The RFS seeks a qualified and experienced firm to provide baggage cart concession services, requiring recent relevant experience at airports with at least two million annual passengers. A mandatory pre-submittal conference was held on June 27, 2022, with two virtual attendees representing Smarte Carte and Wanzl. Written questions regarding the RFS must be submitted by 4:00 p.m. on June 30, 2022, with submittal responses due by 3:30 p.m. on July 15, 2022. The concession agreement will commence on October 1, 2022, with an initial term of three years and a renewal option for two additional years. Selection will be based on financial proposal (40 points), experience and qualifications (30 points), and project approach (30 points). Respondents must complete and submit required appendices including revenue submittal pages, drug-free workplace certification, and Airport Concession Disadvantaged Business Enterprise (ACDBE) schedules.
Amendment No. 2 modifies Section 3.5.2 to establish a minimum ACDBE participation goal of 10 percent of purchases of goods and services rather than gross receipts, with respondents required to demonstrate good faith efforts to achieve this goal. The concession fee structure consists of fixed monthly payments as specified in the respondent's revenue submittal, monthly statements of gross revenues, and utility consumption reimbursement. County approval is required prior to any adjustment of cart rental fees, and the County may terminate the agreement with 90 days' notice for convenience. Respondents unable to meet the 10 percent ACDBE goal must submit written documentation of good faith efforts; failure to do so will result in disqualification. The RFS documentation and amendments are available through the Palm Beach County Vendor Self Service portal, and all subcontractors must be registered in the VSS system.
