About this opportunity
Huerfano County, Colorado is seeking sealed bids for Airfield Lighting and Signage Improvements at Spanish Peaks Airfield through a federally funded Airport Improvement Program (AIP) grant. The procurement involves a comprehensive upgrade to airport infrastructure, specifically targeting Runway 9-27 and associated taxiways. The project scope includes installing new LED lighting cans and conduit, implementing LED runway exit and guidance signs for Taxiways B & C, adding new hold short signs, replacing the existing wind cone with an upgraded kit and segmented circle marker system, and installing new LED Runway End Identification Lights (REILs) on both ends of Runway 9 and 27. Bids will be received through Bid Net Direct until 1:00 pm on Thursday, August 8th, 2024, with a subsequent virtual public bid opening. An optional pre-bid conference is scheduled for Thursday, July 25th, 2024 at 1:00 pm in the Pilot's Lounge at Spanish Peaks Airfield. Bidders must submit unit price bids and provide bid security of 5% of the total bid price, with a maximum contract time of 28 calendar days.
The contract includes a Disadvantaged Business Enterprise (DBE) participation goal of 3.8%, requiring bidders to make good faith efforts to subcontract with small businesses owned by socially and economically disadvantaged individuals. Bidders must be licensed to perform work in Colorado and comply with federal requirements, including Davis-Bacon wage rates, Buy American Preference, and equal employment opportunity regulations. Liquidated damages are set at $1,000 per day for failure to complete work within the specified timeframe. While no specific budget range is explicitly stated, the project is federally funded through FAA grant number 3-08-0079-014-2024. Bids must remain valid for 60 days after the bid opening date, and contractors will need to demonstrate compliance with technical specifications detailed in the project's addenda, which include updated seeding specifications, electrical requirements, and airport lighting control system guidelines. The comprehensive nature of the project suggests a significant infrastructure investment aimed at modernizing and improving airport lighting and signage systems.
