About this opportunity

The Greater Orlando Aviation Authority (GOAA) is seeking a contractor to provide comprehensive airfield driving simulator services for Orlando International Airport. The procurement involves the delivery, assembly, installation, testing, and certification of four individual airfield driving simulator systems and one instructor station. The primary objective is to create a highly detailed visual database of the Air Operations Area (AOA) that accurately renders terminal buildings, hangars, and airport infrastructure. The simulators must incorporate radio communications functionality and support training for Aviation Authority personnel on system operations, hardware maintenance, and troubleshooting. Evaluation criteria will be based on a point system considering factors such as relevant experience, simulator design, technical support, methodology, and pricing. The proposal was posted on November 25, 2024, with a submission deadline of June 19, 2025. Contractors must demonstrate the ability to develop sophisticated simulation environments that can replicate various aircraft, ground vehicles, and environmental conditions with high fidelity.

The contract has zero percent participation goals for Minority/Woman-Owned Business Enterprises (MWBE), Local Developing Businesses (LDB), and Veteran Business Enterprises (VBE). Vendors must provide proof of insurability, bondability, and financial stability, with insurance requirements specifying coverage from companies with at least a B+ A.M. Best rating. The contract appears to have a potential five-year term with a pricing structure that includes an initial database creation and installation fee, followed by monthly fees for student and instructor stations covering hardware, software, licenses, storage services, maintenance, and technical support. While specific budget ranges are not explicitly stated, the comprehensive technical requirements suggest a significant investment in advanced simulation technology. The Aviation Authority reserves the right to reject any or all proposals and to cancel the procurement at its discretion, providing flexibility in the selection process. The project aims to enhance airport personnel training through state-of-the-art simulation technology that can create realistic driving and operational scenarios.
