About this opportunity
The Georgia Department of Public Safety Aviation Division issued an open agency multiple supplier contract for aircraft customization and completion services on August 17, 2022, with proposals due August 25, 2022. The current contract has been awarded; this summary reflects the solicitation and award history.
The scope encompasses installation, painting, and retrofitting of the DPS fleet of Bell Helicopter models 206, 407, 429, and OH-58A/C, including specialized equipment associated with law enforcement and search and rescue missions. Work is performed on an as-needed basis with no guaranteed minimum hours. The initial contract term is one year with four optional one-year renewal periods.
Historical spending over the previous five-year contract period totaled $88,672.07. The Notice of Intent to Award, posted September 1, 2022, named Rotor Resources LLC as the apparent successful offeror. Edwards Rotorcraft Solutions Inc. was deemed non-responsive after failing administrative review (submitting paperwork for Bell Textron rather than its own company) and verification checks (the company had been acquired and was no longer in business).
Successful bidders must maintain standard aircraft insurance with DPS listed as the certificate holder, register with the Georgia Department of Revenue and maintain current tax compliance, and register with the Georgia Secretary of State Office. The GA Security and Immigration Affidavit, Agency Contract form, and tax compliance documentation are required submissions. No bonds are required. Contractors may submit documentation of early payment discounts as a separate attachment. The issuing officer is Gay Johnson (gjohnson@gsp.net), and protests must be submitted electronically to doas.protests@doas.ga.gov.
