About this opportunity

The Commonwealth of Kentucky's Education and Labor Cabinet, Division of OSH Compliance, is issuing a Request for Bid (RFB) for the procurement of air sampling pump kits through a competitive sealed bidding process. The solicitation requests ten units of the Gilian GilAir-Plus Air Sampling Basic 5-Pump Starter Kit (Part Number 910-0904-US-R) manufactured by Sensidyne, with no substitutions permitted due to compatibility requirements with existing systems. Each kit includes five air sampling pumps, a standard charging dock with power adapter, filter cassette holder, charcoal tube holder, user manual on electronic media, and Gilian Pump Management software. Bids are due October 3, 2024, at 1:30 p.m. ET through the Commonwealth's mandatory eProcurement system, with vendor registration required 24-48 hours prior to submission. Delivery is preferred by December 1, 2024, with a mandatory deadline of December 20, 2024, after receipt of order; delivery costs must be included in unit pricing on an F.O.B. Destination, Freight Prepaid and Allowed basis, with 1% daily invoice deductions for late deliveries. Award will be made on a best value basis using measurable criteria: Price (90 points) and Delivery (10 points), with all proposed pricing remaining valid for 60 calendar days after the bid due date and excluding federal excise tax and Kentucky sales or use tax.

Kentucky resident bidders and qualified bidders, including Kentucky Correctional Industries and nonprofit organizations serving individuals with disabilities, are eligible for reciprocal and preference scoring credits of up to 20% and 15% respectively. Vendors must submit a Certificate of Insurance demonstrating $1,000,000 per occurrence general liability coverage, Kentucky tax registration documentation (Form 10A100), required affidavits attesting to campaign finance law compliance, and any applicable Secretary of State certificates before award. Past vendor performance is considered in the selection process, and vendors with poor performance records in the previous 12 months may be deemed non-responsible and ineligible for award. The solicitation does not specify an incumbent vendor, budget range, or contract period beyond the delivery requirements. Delivery location is the Education and Labor Cabinet at 500 Mero Street, 3rd Floor, Frankfort, Kentucky 40601, with billing directed to the Labor-Fiscal Management office at 500 Mero Street, 4th Floor, in the same city. This is a firm fixed-price procurement with no renewal options indicated.
