About this opportunity
The Colorado Department of Public Health and Environment, Air Pollution Control Division (CDPHE-APCD), is issuing a Request for Proposal (RFP 2026000164) for air monitoring instrumentation, replacement parts, and comprehensive service to support its network of 47 ambient air quality monitoring stations across Colorado. The procurement encompasses Federal Reference Method (FRM) and Federal Equivalency Method (FEM) criteria pollutant analyzers for measuring ozone, carbon monoxide, nitrogen oxides, sulfur dioxide, and particulate matter (PM10 and PM2.5), along with calibration equipment including zero air generators and ozone calibrators, specialized samplers such as carbonyl samplers meeting PAMS requirements, a solar-powered remote air quality monitoring platform with meteorological capabilities, and portable mass flow controllers. Offerors may bid on one or more instrument categories and must demonstrate a minimum of three years of experience manufacturing, selling, and servicing the proposed equipment, with the ability to deliver complete instrument orders within 90 business days and replacement parts within 30 business days of order placement. All equipment must be listed on the EPA's most recently published list of designated methods as of December 15, 2025, and vendors must possess full in-house repair capability and provide comprehensive factory-level training including hands-on instruction, routine maintenance procedures, troubleshooting, and certification documentation. Evaluation criteria include organizational stability, experience and qualifications, reasonable and necessary costs, and reference verification. The written inquiry deadline is March 13, 2026 at 2:00 PM with answers published by March 18, 2026, proposals are due April 7, 2026 at 2:00 PM, and the estimated contract effective date is July 1, 2026.
No set-aside designations or restrictions on organization types are specified in the solicitation documents provided. The State intends to award multiple offerors who will be placed on an eligible list and used as needed for services, though award does not guarantee any minimum volume of work. The initial contract period runs from July 1, 2026 to June 30, 2027, with the possibility of four additional one-year renewal periods for a maximum five-year term. The annual budget for this project is not expected to exceed $1,500,000, with a total five-year budget not to exceed $8,000,000, though additional funding may become available. This is a fixed-price contract, and prior to contract execution, the awarded offeror must provide proof of good standing with the Colorado Secretary of State and appropriate insurance documentation, including workers' compensation, commercial general liability with minimum limits of $1,000,000, and automobile liability insurance. Proposals must be submitted electronically via BidNet at www.bidnetdirect.com/cdphe or by hard copy delivery to the CDPHE Mail Room at 4300 Cherry Creek Drive South, Denver, CO 80246-1530, with electronic submissions recommended to be completed no later than one hour prior to the deadline.
