About this file

This document is a specification exhibit for the Colorado Department of Public Health & Environment Air Pollution Control Division outlining equipment, parts, repairs, and training requirements for a procurement opportunity. The specification details two categories of equipment: FRM/FEM-designated analyzers and calibrators for ambient air quality monitoring, including ozone analyzers, carbon monoxide analyzers, nitrogen oxide analyzers, sulfur dioxide analyzers, and particulate matter analyzers (PM10 and PM2.5). Additional required equipment includes zero air generators at both standard and trace levels, ozone calibrators, multi-gas dynamic dilution calibrators, ambient filter samplers, a multi-port carbonyl sampler, and a solar-powered remote air quality monitoring platform with meteorological sensors. All equipment must meet Federal Reference Method or Federal Equivalency Method standards and be listed on the EPA's most recently published list of designated methods as of December 15, 2025.

Bidders must demonstrate the capability to supply available replacement parts specific to each manufacturer's equipment and must possess full in-house repair capability for all equipment being bid. The specification mandates comprehensive factory-level training including hands-on instruction for complete equipment operation, routine maintenance procedures (weekly, monthly, quarterly, and annual), troubleshooting and diagnosis of equipment faults, and repair of all equipment components. All training must include reference documentation and result in certification documentation for participants. The document does not specify pricing terms, quantities, delivery dates, contract duration, or funding amounts.
