About this opportunity
The State of Delaware Department of Natural Resources and Environmental Control, Division of Air Quality, is soliciting proposals for air monitoring equipment under RFP NAT-26-001A-Equipment, with proposals due October 16, 2026 at 4:00 p.m. local time. The core technical constraint is that all equipment must integrate with the existing Envidas Ultimate data acquisition system by Envitech LTD.
The scope covers equipment to collect and quality-assure ambient concentration data for carbon monoxide, ozone, sulfur dioxide, nitrogen oxides, particulate matter (PM2.5), and volatile organic compounds via EPA method TO-15A, as well as meteorological data. Vendors are not required to submit proposals for all equipment types; each equipment type is evaluated separately. Target equipment delivery is March 26, 2027.
The contract term is two years, with the State retaining the right to extend on a month-to-month basis for up to three months following the full contract term. Pricing must remain fixed through December 31, 2027. The State reserves the right to award to multiple vendors based on availability and pricing.
Evaluation weighting is pricing (25%), accuracy/precision and ease of use/maintenance (15%), staff training (15%), company profile and capabilities (10%), delivery time (10%), data reporting capabilities (10%), warranty provisions (10%), and reference quality (5%). Written questions are due September 8, 2026, with answers posted by September 22, 2026. Contract awards are expected within 90 days of bid opening.
Vendors must submit three paper copies and one electronic copy of proposals, including completed pricing forms in Excel format, bid bond, and performance bond. General liability insurance of $1,000,000 per occurrence is required. Vendors must comply with State of Delaware Business Licensing requirements and register through the Delaware Supplier Portal. Monthly usage reports and quarterly subcontracting diversity supplier reports are mandatory throughout the contract term.
