About this file
This document is a Questions and Responses file related to RFP NAT-26-001A-Equipment issued by the State of Delaware Department of Natural Resources and Environmental Control, Division of Air Quality for air monitoring equipment. The procurement solicits proposals for equipment to collect and quality-assure ambient concentration data for carbon monoxide, ozone, sulfur dioxide, nitrogen oxides, particulate matter (PM2.5), and volatile organic compounds via EPA method TO-15A, as well as meteorological data. All equipment must integrate with the existing Envitech LTD Envidas Ultimate data acquisition system. Vendors may submit proposals for individual equipment types rather than the complete suite, with each equipment type evaluated separately. Written questions were due September 8, 2026, with responses posted by September 22, 2026. Proposals were due October 16, 2026 at 4:00 p.m. local time. Target equipment delivery is March 26, 2027. The contract term is two years with the State retaining the right to extend on a month-to-month basis for up to three months following the full contract term. Contract awards are expected within 90 days of bid opening.
The questions and responses document demonstrates the State's flexibility regarding minor specification variations in equipment performance parameters. The State indicated willingness to review and score bids with slight deviations in temperature specifications (5-40°C versus 0-40°C), hydrocarbon detection limits (0.25 ppb versus 0.2 ppbv), and ozone minimum detection limits (0.6 ppb versus 0.5 ppbv), provided such differences are not material. Pricing must remain fixed through December 31, 2027. The evaluation criteria include pricing (25%), accuracy/precision and ease of use/maintenance (15%), staff training (15%), company profile and capabilities (10%), delivery time (10%), data reporting capabilities (10%), warranty provisions (10%), and reference quality (5%). General liability insurance of $1,000,000 per occurrence is required. Vendors must submit three paper copies and one electronic copy of proposals with completed Excel pricing forms, bid bond, and performance bond. The State reserves the right to award to multiple vendors based on availability and pricing.

Questions and Responses Regarding Bid Solicitation Air Monitoring Equipment
CONTRACT NUMBER NAT26001A-EQUIPMENT
ISSUED BY DEPARTMENT OF NATURAL RESOURCES AND ENVIRONMENTAL
CONTROL
Question: For the Oxides of Nitrogen NO/NO2/NOx Analyzer, would you prefer a chemiluminescence based analyzer or CAPS?
Response: We would prefer a chemiluminescence based analyzer for this proposal
Question: Temperature specs for the analyzers and calibrators are all listed at 0-40C, would you accept analyzers/calibrators with temperature specifications of 5-40C?
Response: For temperature specifications, there is some reasonable flexibility in the temperature specification that is recorded in the RFP, especially since no analyzers are routinely expected to operate under 5 degrees C. We will review, score, and document evaluations for any bid we receive.
Question: The Zero air generator has a spec of less than 0.2 PPBV hydrocarbons (HC). Would you accept a zero-air generator for hydrocarbons of < 0.25 ppb
Response: The hydrocarbon specification for your zero air generator does not meaningfully differ from the specification we listed, especially due to the difference in significant figures. We will review, score, and document evaluations for any bid we receive.
Question: For the Ozone Primary Standard Calibrators, the spec reads a minimum detection limit of 0.5 ppbv. Would you accept a lower Detectable Limits 0.6 ppb?
Response: The minimum detection limit you listed for the ozone calibrator does not significantly differ from the specification we listed. We will review, score, and document evaluations for any bid we receive.
Question: For the Chemi based NOx analyzer, would you prefer the trace level version or standard NOx analyzer? For reference: MDL of Trace unit < 50ppt and the standard NOx box MDL is <0.2ppb.
Response: At this time, we have a preference for the trace level model of NOx analyzer.
Question: Is it possible to receive a two-week extension to submit the RFP documents to you if requested?
Response: Unfortunately, there is no language in the posted RFP that allows for a 2-week extension on the due date. Any bid officially received after 4:00 PM local time on October 16th, 2026, is unable to be considered.
