About this opportunity
The Greater Orlando Aviation Authority (GOAA) is issuing Invitation for Bids (IFB 26-104-IFB) to procure comprehensive air duct cleaning and repair services for Orlando International Airport (MCO) and Orlando Executive Airport (ORL) on an as-needed basis. The procurement scope encompasses all materials, labor, supervision, equipment, tools, chemicals, and related services necessary to clean and maintain air distribution systems throughout the Landside Terminal Building, Airsides, and other Aviation Authority facilities, including return air grilles, air handling units (AHUs), mixing boxes, coil compartments, condensation drain pans, fans, filters, filter housings, supply diffusers, and all other components of air distribution systems. Qualified contractors must demonstrate a minimum of three years of continuous, recent, and verifiable experience in similar services; provide three verifiable references from work completed within the preceding three years; obtain NADCA-Certified Air Systems Cleaning Specialist (ASCS) certification or equivalent; and maintain active Florida business registration. Contractors must maintain comprehensive insurance coverage including general liability, automobile liability, workers' compensation, and pollution/environmental liability coverage with specific limits and additional insured endorsements, and must comply with TSA SIDA training and background check requirements for airport access. The resulting contract will be non-exclusive with a 60-month term commencing on or about April 1, 2026, with pricing valid through March 31, 2031 and payment terms set at Net 45 days. Award will be made to the lowest responsive and responsible bidder based on pricing evaluation, with the Notice of Intent to Award anticipated within 90 days of response opening. The solicitation was posted on February 2, 2026, with responses due by February 16, 2026, submitted electronically through the Greater Orlando Aviation Authority e-Procurement Platform; no pre-bid conference or mandatory site visit is explicitly required, though prospective respondents are expected to thoroughly examine all solicitation documents.
The solicitation documents do not explicitly identify set-aside designations or restrictions limiting response to disadvantaged enterprises, minority-owned businesses, or women-owned businesses, though the procurement plan references MWBE requirements and Small Business Development assessments as part of the GOAA's standard procurement procedures. No incumbent vendors or current contractors are identified in the available solicitation materials. Respondents must comply with adherence to industry standards set by NADCA, ASHRAE, and ANSI, and all services must be rendered in accordance with federal compliance provisions and safety and security requirements governing airport operations. The solicitation requires pricing to be provided through the OpenGov platform using a specified pricing table format with rates established for standard hours, non-standard hours, and additional work categories across all five contract years, plus a markup percentage for reimbursable parts and equipment rental on an estimated $25,000 cost base. Specific award values or budget ranges are not disclosed in the available documentation, though the contract structure indicates a cost-reimbursable component with markup provisions and an estimated $25,000 cost base for parts and equipment rental, suggesting a service contract with variable costs dependent on as-needed utilization throughout the five-year term.
