This is an RFI for planning and market research purposes only and does not constitute a binding solicitation; the Court has no obligation to reimburse respondents or commit to any follow-on procurement action.

The Court seeks vendor information on platforms that enable security analysts, developers, compliance officers, and enterprise risk managers to identify AI vulnerabilities, detect anomalous model behavior, prevent risky actions, and ensure alignment with emerging AI safety standards. Required capabilities include discovery of all running AI Agents, MCPs, Tools, and GenAI use; visualization of AI systems' security posture and violations; discovery and remediation of vulnerabilities; data lineage tracing and model decision logic for auditability; and risk response through dashboards and workflows. Desired services include AI red-teaming, agent simulations, runtime protection endpoints with policy options, and ongoing education and consulting. The platform must be capable of being hosted on the Court's own infrastructure.

The Court is the largest unified trial court in the United States, operating 600 courtrooms presided over by 550 bench officers, employing over 4,500 full-time staff across 38 locations serving 88 cities and 118 law enforcement agencies countywide.

Responses must include an executive summary describing the proposed solution and firm capabilities, a technical approach and work plan, and general pricing information. Submissions are electronic only via the Court's Online Procurement Website at https://lacourt.bonfirehub.com. For IT procurements, the California Small Business Preference program applies; Disabled Veteran Business Enterprise incentives may be available to qualified vendors. The Court's standard contract form is mandatory unless vendors provide clear explanation and rationale for exceptions. Contact: Melissa Bustos. Specific timeline dates for question deadlines are available on the Bonfire platform and subject to change at the Court's discretion.
