About this opportunity

The Massachusetts Housing Finance Agency (MassHousing) is soliciting proposals for enterprise-wide Microsoft Copilot deployment and AI adoption consulting services, with electronic submissions due by 5:00 PM Eastern Time on November 16, 2026, to IT.RFPSubmissions@masshousing.com. The RFP does not establish any set-asides. It seeks a vendor designated as a Microsoft Solutions Partner for AI Business Solutions and/or Security with attainment of the Microsoft 365 Copilot Specialization.

The engagement covers five objectives: refining MassHousing's existing AI adoption strategy, developing a Copilot deployment plan, establishing an AI Champion Program, developing a Copilot training program, and executing all plans with ongoing monitoring. Deliverables include an AI adoption roadmap, responsible AI use definitions, an updated generative AI policy, an AI governance framework, an enterprise communication plan, a training curriculum and content, a self-service learning library, an implementation plan, a performance and adoption metrics framework, and a post-implementation review. The awardee must integrate with MassHousing's M365 tenant in GCC, which carries G5 licensing that includes Microsoft Copilot Basic but not Premium. Respondents must comply with MassHousing's Information Security Program and Data Management Standards and demonstrate financial and organizational stability.

Pricing must be presented in a matrix or chart format. Proposals will be evaluated on responsiveness, financial stability, understanding of scope and approach, work plan quality and timeliness, technical capabilities and management plan, culture and values alignment, relevant experience and qualifications, cost-effectiveness, and past performance through references.

Interviews will be scheduled within three weeks after the response deadline, and final selection is anticipated for December 11, 2026. Respondents bear all proposal-related costs. Submitted materials become MassHousing's property and are subject to the Massachusetts Public Records Law. Respondents must also comply with non-discrimination requirements.
