About this opportunity

Dearborn Heights Community Schools District #7 (Dearborn Heights, Michigan) is soliciting sealed bids for a complete roof replacement project at Annapolis High School located at 4650 Clippert Street in Dearborn Heights. The procurement involves removal and disposal of the existing roof system and installation of a new Firestone RubberGard EPDM roofing membrane system across three distinct roof assemblies (Areas A-P). The scope of work includes furnishing and installation of a 60 mil EPDM membrane with polyisocyanurate insulation (minimum R-value of 20), fiberglass mat water-resistant gypsum coverboards, metal roof edging by Hickman Edge Systems, flashings, walkway pads, drain strainers, and all associated roofing accessories. The roofing system must achieve UL Class A fire hazard classification and comply with Firestone Building Products specifications and recommendations. Bidders must be qualified Firestone Master Contractors or ESP Applicators with a minimum of five years' experience with the specified system. Installation must occur under controlled conditions between 60 and 80 degrees Fahrenheit and cannot proceed during inclement weather. The mandatory pre-bid meeting is scheduled for October 26, 2021 at 10:00 AM on-site, with sealed bids due by 11:00 AM on November 12, 2021, submitted in three copies to Jason Perkins at the Dearborn Heights District #7 Board Office. All work must be completed on or before August 22, 2022. Award will be based on lowest and best bid considering price, quality, bidder reputation and performance capabilities, conformity with specifications, delivery schedule, service availability, and suitability for intended use.

The district is tax-exempt, and bids should not include taxes. A bid bond, cashier's check, or certified check equal to 5 percent of the bid amount is required, along with a 100 percent performance bond. Bidders must provide proof of workers' compensation insurance with $100,000 employer's liability minimum, comprehensive general liability insurance of $1,000,000 per person and per occurrence, and comprehensive automobile liability insurance of $1,000,000 per person and per occurrence. Contractors must name Dearborn Heights Community Schools as an additional insured and provide certification of compliance with Michigan Public Act 517 of 2012 (Iran Economic Sanctions Act), confirming the company is not an "Iran Linked Business." The contractor must provide a one-year labor and material warranty and an executed Firestone NDL warranty. Bidders are required to establish unit costs for contingent work items including gypsum decking replacement or repair, metal decking replacement or repair, and installation of new nailers (2"X4" and 2"X6"), with a contingency fund to be negotiated between the school district and the selected contractor following award. The estimated project cost exceeds $50,000, though no specific budget range has been published in the available solicitation documents.
