About this opportunity

The Creswell Heights Joint Authority in Beaver County, Pennsylvania is seeking sealed bids for Contract No. 2026-01, the Agnew Avenue Waterline Replacement project, representing a traditional invitation for bid (IFB) procurement. The project entails the replacement of approximately 1,340 linear feet of 6-inch C909 PVC water line and all appurtenances along Agnew Avenue in Hopewell Township using open-cut construction methods, including furnishing and installation of pipe, fittings, valves, hydrants, and service connections. Successful bidders must complete all work within 90 calendar days from contract commencement, restore all disturbed areas, provide E-Verify Program Verification in compliance with Pennsylvania's Public Works Employment Verification Act 127 of 2012, and comply with prevailing wage requirements as established by the Pennsylvania Department of Labor and Industry as of February 17, 2026. Key deliverables include pre-construction and post-construction photographic and video documentation in DVD and CD formats with cataloged photographs submitted with shop drawing submittals, a $12,500 maintenance bond guaranteeing road conditions for twenty-four months, and a permit for work on Hopewell Township roads (with owner assistance at no cost to the contractor). Sealed bids must be submitted online via the PennBid Program by 10:00 A.M. local time on Monday, March 16, 2026, with all plans and specifications available at no cost through the PennBid portal, at KLH Engineers, Inc. (5173 Campbells Run Road, Pittsburgh, Pennsylvania 15205), or at the Creswell Heights Joint Authority office (3961 Jordan Street, South Heights, Pennsylvania 15081). Evaluation criteria include bid surety requirements of 10 percent of the total bid amount via certified check or bid bond, compliance with insurance requirements including $2,000,000 minimum commercial general liability coverage, and adherence to Buy American preferences and Pennsylvania's Steel Products Procurement Act with domestic materials receiving preference unless non-domestic materials are priced no more than 6 percent lower.

The Creswell Heights Joint Authority, an equal opportunity employer, invites all qualified bidders to submit proposals with no specific set-asides or disadvantaged enterprise restrictions identified in the procurement documents. No incumbent vendors or existing contractors are referenced, and the project requires integration with Hopewell Township road infrastructure requiring permit coordination. The awarded contractor must provide performance surety and payment bonds equal to 100 percent of the contract amount, with no bid withdrawal permitted for ninety days after bid opening. Progress payments will be made at 90 percent of completed work value with 5 percent retainage after the contract reaches 50 percent completion, and liquidated damages of $1,500 per day will be assessed for delays beyond the 90-day contract period. While a specific budget or award value range is not explicitly stated in the procurement documents, the scope of approximately 1,340 linear feet of 6-inch PVC waterline replacement with comprehensive installation, restoration, bonding, and insurance requirements suggests a substantial municipal infrastructure project typical of regional water authority upgrades.
