Required equipment includes a minimum 2.5-liter gas hybrid engine (non-plug-in), air conditioning, cruise control, power doors and locks, blind spot monitoring, Bluetooth connectivity, and a backup camera. Exterior color must be white or black. Vendors must submit detailed product literature identifying the specific manufacturer and model number. The vendor must be the original manufacturer, an authorized dealer, or an authorized distributor capable of providing genuine OEM parts, assemblies, accessories, and original manufacturer warranties.

The Department reserves the right to inspect the vehicle within thirty days of delivery and may reject non-conforming units at the vendor's expense, require conformance work at no charge to the Department, or withhold payment. Non-conformities discovered within one year of receipt must be corrected by the vendor at no cost. Subcontracting is permitted. Payment is governed by the State Prompt Payment Act (30 ILCS 540). Contracts of $1,000 or more require a $15 fee to the Comptroller's Administrative Fund.
