About this opportunity

The Illinois Department on Aging is requesting quotations for Federal Grant Management Trainings under RFQ 070126, a small purchase procurement with quotations due July 20, 2026.

The scope is staff training services to build departmental capability in federal grant management, including federal grants administration and regulatory compliance for personnel managing federally funded programs. The Department on Aging funds the training through its operational budget for professional development.

Vendors must execute the Standard Illinois Certifications form (Version 26.2), which imposes 34 distinct compliance requirements as a material condition of award and performance. These certifications cover financial compliance (non-delinquency with state debt), criminal history restrictions (felony convictions, bid rigging), labor standards (collective bargaining obligations, drug-free workplace), environmental and safety compliance, anti-discrimination and equal employment opportunity provisions, political contribution restrictions, and compliance with the Illinois Information Technology Accessibility Act and the Procurement of Domestic Products Act. Vendors must pass certifications requirements to all subcontractors and certify annually for multi-year contracts, with false statements subject to contract voidance, vendor suspension or debarment, payment denial, civil fines, or criminal penalties under the Illinois False Claims Act.

The Standard Terms and Conditions for State of Illinois contracts apply. Payment is made under the Illinois Prompt Payment Act, with invoices due no later than July 31 following the contract year; contracts of $1,000 or more incur a $15 fee deducted from the first check. Vendors must maintain prevailing wage compliance where applicable, obtain prior written approval for subcontractors, maintain records for three years (five years if federal funds are used), and provide proof of general commercial liability insurance ($1,000,000 per occurrence), auto liability ($1,000,000 per occurrence), and workers' compensation insurance. The contract is subject to Illinois law and the Illinois Freedom of Information Act and may be terminated for convenience with 30 days' notice. All work product becomes the sole and exclusive property of the State of Illinois.
