About this file

This is a Request for Quotation (RFQ) issued by the Illinois Department on Aging for Federal Grant Management Trainings. The RFQ seeks training services to enhance staff capability in federal grant management. The procurement is classified as a small purchase and invites qualified vendors to submit quotations for delivering comprehensive training programs. The document specifies the anticipated start date and training delivery schedule, with responses required by the stated deadline to allow for vendor selection and contract award prior to training commencement. No site visits or bidders' conferences are referenced in the solicitation materials.

The RFQ does not specify detailed pricing structures or contract amounts in the available documentation, though this is a small purchase procurement indicating budgetary constraints. The training is funded through the Department on Aging's operational budget for staff professional development in federal grants administration. No set-asides, incumbent contractors, or renewal options are indicated in the solicitation. The procurement aims to address current staffing gaps in federal grant knowledge and compliance requirements, ensuring departmental personnel can effectively manage federally funded programs and maintain regulatory compliance.

Managing Federal Grants Trainings – Proposal 7/1/26

IDOA seeks quotes from qualified vendors to conduct a small purchase procurement for virtual training regarding management of federal grants. Training activities are to be completed from September 1, 2026 – September 30, 2027.

The Division of Home & Community Services programmatically administers over $70 million per year in federal Title III, V, and VII awards under the Older Americans Act. Many Division staff are new to the IL Department on Aging, and there have been multiple changes affecting administration of federal grant awards. As the State Unit on Aging, designated pursuant to the OAA, the Department is a pass-through entity who provides subawards to 13 designated Area Agencies on Aging for Title III & VII activities, and one or more subgrantees for Title V activities.

The Department estimates approximately 25 employees from the Division, as well as colleagues from Fiscal, Ombudsman, APS, and other Divisions would participate in this training, consistent with state plan on aging administrative funding for development and administration of a coordinated, comprehensive system of services for older adults and family caregivers as authorized by the OAA.

In seeking entities to provide definitive training on federal grants, vendors must demonstrate capacity for meeting Department expectations:

• on training content and quality, to include:

o federal grant managements requirements throughout the lifecycle (pre-award; post-award management, reporting and monitoring; and post-award procedures);

o pass-through entity requirements (risk assessments; management, reporting, and monitoring; and preparing for/responding to audits procedures);

o delivery of comprehensive and in-depth training with opportunity to ask questions verbally and engage in discussions verbally; and o delivery of training by individuals with at least 5 years of experience in federal grants management and at least 1 year of experience in providing training to professionals,

• for ability to provide training virtually using WebEx, Teams, Zoom or comparable platform, and

• training activities to be conducted between 8:30am-3:30pm Central, with at least 1 month advance notice for scheduling purposes.
