About this opportunity
The City of Philadelphia is procuring annual software support services for Agilaire air quality monitoring equipment through a micro purchase contract opportunity posted on April 9, 2026, with a due date of April 16, 2026. The procurement encompasses Standard Software Support and Upgrade Service for multiple air quality monitoring products, including AirVision, File Import Tool, PARS, AQCSV Reporting Module for AIRNow, and Direct Poll Drivers, with a contract term running from July 1, 2026 through June 30, 2027. Vendors must submit quotes electronically through PHLContracts and are required to quote all items to be eligible for award; no services shall commence until official department notification is provided. The contract will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder meeting all submission requirements. All vendors must submit an executed Consent and Authorization Agreement prior to bid closing and comply with applicable laws, nondiscrimination requirements, ethics regulations, and tax obligations. The quoted price for this requirement purchase is $9,981.00 for the one-year support agreement, which includes telephone support, bug fixes, and standard software upgrades.
Agilaire, LLC has been identified as the sole legal source for the required support services, maintenance, and upgrades for the Model 8872 data logger, AirVision software platform, and associated modules, as well as the ESC 8864 hardware bundled with required software licenses and support services, establishing this as a sole source procurement. Vendors responding to this opportunity may voluntarily submit an LGBTQ Applicant Data Form to identify companies beneficially owned and controlled by Lesbian, Gay, Bisexual, Transgender, and Queer persons; submission of this form is entirely voluntary and will not impact bid consideration. The City of Philadelphia is exempt from federal excise, transportation, and Pennsylvania sales and use taxes, and all quoted prices must be net and exclusive of taxes. Insurance requirements include Workers' Compensation at statutory limits, General Liability with a $500,000 per occurrence limit, and Automobile Liability with a $300,000 per occurrence limit. The maximum contract value is $43,000, adjusted annually by the percentage increase in the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, rounded to the nearest thousand dollars, with a fixed contract term of 365 days from the Effective Date and automatic termination without notice upon completion. Payment is made via electronic deposit following delivery and City approval of products or services.
