The scope covers Ultra-Low Volume (ULV) aerial pesticide application using fixed-wing aircraft or helicopters to treat approximately 157,000 acres on the west side of Broward County (west of Flamingo Road and east of US 27). Required licenses and certifications at time of submittal are valid FAA Pilot License, Florida Aerial Pesticide Applicator License, Florida Department of Agriculture and Consumer Services Public Health Pest Control License, and Aircraft Registration. Vendors must also possess a State of Florida license. Vendors must perform at least 25 percent of total contract price themselves; subcontracting for the balance is permitted. Pricing must be submitted on a per-acre basis including incidentals and annual spray equipment calibration.

Insurance requirements include General Liability ($1 million per occurrence, $2 million aggregate), Aircraft Liability ($2 million), Auto Liability ($500,000), Workers' Compensation at statutory limits, Employers' Liability ($500,000), Pollution Liability / Environmental Impairment Liability ($1 million per claim, $10,000 maximum deductible), and Professional Liability ($100,000 maximum deductible). Broward County must be named as additional insured with primary coverage. Vendors must provide a Certificate of Insurance with initial response or within three business days of request.

Submissions must be made electronically through BPRO. A Domestic Partnership Act Certification, Anti-Human Trafficking Affidavit, Vendor Questionnaire, Litigation History Disclosure, Subcontractors/Suppliers listing, Location Certification for local business preference eligibility, and security background requirements for personnel accessing County facilities are required. Award is to the lowest responsive, responsible bidder on a total-bid-price basis, though the County reserves the right to award on a group or item-by-item basis. Small business set-asides and prevailing wage requirements do not apply.
