About this file
This Specifications and Requirements document outlines aerial mosquito adulticiding services for Broward County, Florida, detailing the technical and operational parameters for the procurement of pesticide application services. Broward County seeks aerial mosquito adulticide applications using fixed-wing aircraft or helicopters equipped with Ultra-Low Volume (ULV) spraying systems to address mosquito populations on the west side of the county. The treatment area encompasses approximately 157,000 total acres, with a minimum acreage call-out of 24,000 acres per mission. The county will supply the insecticide (Dibrom, containing naled as the active ingredient) at an application rate of 0.66 ounce per acre. Spray operations must occur between 12:00 AM and 6:00 AM, with three to six missions anticipated annually. The treatment area is restricted to the region west of Flamingo Road and east of US 27 and requires Federal Aviation Administration (FAA) Congested Area Plan approval.
Vendors must submit proof of required licensing and certifications including a valid FAA Pilot License, Florida Aerial Pesticide Applicator License, and Florida Department of Agriculture and Consumer Services (FDACS) Public Health Pest Control License and Aircraft Registration. Contractors must provide a proposed airport for operations and submit detailed spray mission reports within 12 hours of each application, documenting date, time, acreage treated, altitude, GPS coordinates, pilot and aircraft information, weather conditions, and application rate. Mission reports must be maintained for three years per FDACS requirements. Vendors must demonstrate annual spray equipment calibration and submit pricing on a per-acre basis including incidentals. This is an open-end contract available to Broward County's Highway & Bridge Maintenance Division and other county agencies requiring these services, with responses to be submitted electronically through BPRO by the specified closing date.
