About this opportunity

Broward County is soliciting bids for an open-end contract to provide aerial mosquito adulticide application services, with responses due June 18, 2026 through the county's electronic bidding system. The county has historically conducted 10,000 to 50,000 acres of aerial adulticide applications annually and will issue individual purchase orders to the contractor on an as-needed basis.

A local-business preference applies under Broward County Code of Ordinances Section 1-74; vendors must submit a Location Certification form attesting to continuous operations in Broward County for at least one year prior to the posting date and their intent to maintain operations throughout the contract term. Additionally, a certified County Business Enterprise (CBE) or Small Business Enterprise (SBE) vendor submitting a responsive and responsible bid within ten percent of the lowest responsive non-certified bid may be offered the opportunity to match that lowest bid for award.

The contractor must provide multi-engine, fixed-wing aircraft FAA-certified under 14 CFR Part 137, equipped with GPS navigation systems (0–50 feet accuracy), Mode-S transponder or UAT equipment, and real-time meteorological monitoring systems. Aircraft must carry a minimum of 30 gallons of insecticide. All pilots must hold valid FAA pilot licenses and Florida Department of Agriculture and Consumer Services Public Health Pest Control certifications and Aircraft Registration. The contractor must maintain availability seven days per week between 7:30 AM and 5:00 PM and respond to county notification within three business days. Applications occur via low-flying aircraft between 12:00 AM and 6:30 AM. The county supplies insecticide (Dibrom or county-approved alternative); the contractor stores up to four drums in compliance with applicable regulations. Pricing is based on two unit-price items: aircraft adulticiding up to 12,000 acres per mission and exceeding 12,000 acres per mission. Annual pass-through allowances of $10,000 for parts and materials and $5,000 for unforeseen conditions apply. No price increases are permitted during the initial two-year contract term.

The initial contract period runs two years from award, with the Director of Purchasing holding three optional one-year renewal periods. Contractors must perform at least 25 percent of total contract price without subcontracting. Comprehensive insurance requirements include General Liability ($1 million per occurrence / $2 million aggregate), Aircraft Liability ($2 million), Pollution Liability ($1 million with $10,000 maximum deductible), and others, with Broward County named additional insured and 30 days' cancellation notice required.

Within three business days of the county's request, vendors must submit an Anti-Human Trafficking Affidavit, Insurance Requirements verification, Vendor Questionnaire, Subcontractors/Subconsultants/Suppliers listing, Litigation History disclosure, and Location Certification. All documents are evaluated as part of the award determination.
