About this opportunity
The City of Philadelphia is soliciting quotes for Automated External Defibrillator (AED) and Personal Protective Equipment (PPE) kits under a micro purchase with quotes due September 9, 2026. This will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder, and will result in a requirements contract.
Bidders must quote all items in the specification to be eligible for award. No delivery or services may commence until the department issues a purchase order. The Local Business Entity (LBE) certification question does not apply to this small order purchase.
The contract term is 365 days from the effective date with no obligation for the City to accept purchase orders after the close of business on the final day. The micro purchase limit is currently $45,000, adjusted annually by the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020 and rounded to the nearest $1,000. All pricing must be net and exclusive of taxes, delivered FOB Destination Point.
Quotes are valid for 60 days from submission, and the City will make award decisions within 60 days of submission. The City reserves the right to reject any and all quotes, accept multiple sellers, and accept quotes on any or all items.
Vendors must submit an executed Consent and Authorization Agreement prior to bid closing—either uploaded to the vendor profile at registration or attached to the first quote submission—or risk non-responsive designation and rejection. All quotes must be submitted electronically through PHLContracts.phila.gov. Successful sellers must maintain workers' compensation insurance at statutory limits, general liability insurance of $500,000 per occurrence, and automobile liability insurance of $300,000 per occurrence, with the City named as additional insured.
