About this file

This document is a Seller Checklist for Small Order Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform for a micro purchase of AED and PPE Kits. The procurement is a requirements contract that will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award. No delivery or services should commence until authorized by the department.

The checklist outlines a 13-step submission process for vendors responding to this opportunity. Key requirements include confirming seller role status, answering the Local Business Entity (LBE) certification question (though the LBE Program does not apply to small order purchases), entering unit costs for each bid item, completing all mandatory questions, accepting terms and conditions, and submitting required attachments. Vendors must provide an executed Consent & Authorization form in their vendor profile or attach a copy with their quote; bids without this form will not be considered. Optional attachments include the LGBTQ Applicant Opportunity Data Form and any supporting documentation related to the quote. Vendors must review their complete submission for validation warnings before final submission through www.PHLContracts.phila.gov.
