About this opportunity

The State of South Dakota, specifically the Office of the State Engineer (OSE), is seeking professional commissioning services for the McFadden Northern Plains Biostress Lab Exhaust Upgrades project at South Dakota State University in Brookings. The procurement involves comprehensive design, bid, and construction services to replace the existing independent laboratory exhaust system with a new centralized system. Key project deliverables include replacing chemical fume hoods within laboratories, constructing a mezzanine to house the exhaust system, and replacing two air handling units serving laboratory spaces. Interested firms must submit a detailed Statement of Interest (SOI) by 3:00 PM CT on September 28, 2023, to Todd Baack at the Office of the State Engineer and Colin Gaalswyk at South Dakota State University. The submission should comprehensively outline the firm's qualifications, including expertise in commissioning similar facilities, available resources, past performance, project management techniques, and ability to handle project-specific constraints. A technical review committee will evaluate submissions based on these criteria, with firms encouraged to contact Todd Baack for additional project information and to schedule site visits with Colin Gaalswyk.

While the solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises, the project is located in Brown County and involves state university infrastructure. The construction budget is estimated at $8,500,000, though this figure is subject to change. The anticipated project timeline spans from September 2023 to October 2025, indicating a significant two-year commitment for the selected commissioning services provider. Firms are required to submit both hard and electronic copies of their SOI, demonstrating a preference for comprehensive and accessible documentation. Interested organizations should have specific expertise in laboratory infrastructure, mechanical systems, and higher education facility upgrades. The project represents a substantial investment in upgrading scientific research infrastructure at South Dakota State University, with a focus on modernizing laboratory exhaust and air handling systems to support advanced research capabilities.
