About this opportunity
The South Dakota Department of the Military is seeking Architectural and Engineering (A&E) professional services for a window replacement project at a military facility in Mitchell, South Dakota. Interested firms must submit a Statement of Interest (SOI) electronically to Project Manager Kelly Eitreim by 4:00 PM Mountain Time on January 30, 2026. The SOI is limited to 20 pages and will be evaluated by a technical review committee using nine weighted criteria: project approach and methodology (10 points), team expertise and technical competence (10 points), experience with similar project constraints (10 points), project management techniques (10 points), firm policy on design errors and omissions (15 points), availability to the project locale (10 points), facility familiarity (10 points), available resources and specialized services with team member resumes (15 points), and past performance record (10 points). The design must be completed and ready for bid advertisement no later than July 2026, with potential additional construction administration and inspection services to be negotiated.
No specific set-aside designations or restrictions on respondent types were explicitly mentioned in the solicitation documents. The estimated construction budget is $300,000, though this figure may be subject to change. The project includes site investigative, design development, and bidding services, with a Draft A/E Contract attached that contains non-negotiable contractual terms and definitions. Firms interested in responding should have demonstrated experience with similar military facility renovation projects and the technical capability to complete the window replacement within the specified timeline. Potential respondents can direct any questions to Kelly Eitreim at (605) 737-6273 or kelly.eitreim@state.sd.us.
