About this opportunity
The City of Manteca is requesting proposals for architectural and engineering services for the Navigation Center Project, an adaptive reuse and renovation of a vacant facility into a Low Barrier Navigation Center, with proposals due November 3, 2026 at 4:00 p.m. Pacific Standard Time. A mandatory site walk occurred October 15, 2026 at 1:00 p.m.; written questions were due October 20, 2026 with responses provided October 23, 2026.
The scope encompasses full A&E services from programming validation through construction closeout: design management, architectural and engineering design, specifications in Greenbook format, construction administration (approximately one on-site meeting per week over 18 months), commissioning services, and complete project delivery support. The facility will accommodate approximately 190 occupants at maximum capacity in dormitory-style sleeping accommodations, with intake and administrative offices, supportive-service and meeting spaces, staff work areas, dining and communal areas, showers, restrooms, and secure storage. The project is located at 555 Industrial Park Drive, Manteca, California 95337.
The estimated construction budget is approximately $12 million, and the selected consultant shall develop the design within this budget while coordinating with the City to reconcile scope and cost at each design milestone. The fee proposal must be submitted on a time-and-materials, not-to-exceed basis with costs broken down by design phase, hourly billing rates, and identification of key team members. All proposal preparation costs are the sole responsibility of the prospective consultant.
Consultants must be properly licensed in California, comply with all applicable prevailing wage requirements, and maintain professional liability insurance of at least $2 million per claim and in the aggregate. The project schedule includes Conceptual Design in January 2027, Schematic Design February through March 2027, Design Development April through June 2027, Construction Documents July through October 2027, Plan Check and Permitting November 2027 through December 2028, Bidding January through March 2028, and Construction April 2028 through March 2029. Short-list interviews and presentations are anticipated for the week of November 16, 2026, with contract award expected in December 2026. The City retains sole discretion to reject any or all submittals and reserves the right to negotiate with one or more respondents or award portions of scope to multiple firms.
