CITY OF MANTECA

REQUEST FOR PROPOSALS

A&E SERVICES FOR THE MANTECA NAVIGATION CENTER PROJECT

BACKGROUND

The City of Manteca is a general law city located in San Joaquin County in California’s Central Valley.

Strategically situated near Interstate 5, State Route 120, and State Route 99, Manteca is one of the region’s fastest-growing communities. The City had a population of 83,498 at the 2020 Census and has continued to experience substantial residential and economic growth.

As part of its broader strategy to address homelessness and housing instability, the City is advancing the development of a Low Barrier Navigation Center that will provide temporary shelter and coordinated supportive services to individuals experiencing homelessness. The Project reflects the City’s commitment to creating a safe, dignified, and service-oriented environment that reduces barriers to entry and connects individuals with employment, healthcare, housing, and other resources needed to achieve long-term stability.

The selected consultant will work directly with the City and serve as the architect and engineer of record throughout design, permitting, competitive bidding, construction administration, and project closeout.

PROJECT DESCRIPTION

Overview The Project consists of the adaptive reuse and renovation of an existing vacant facility located at 555 Industrial Park Drive, Manteca, California 95337, into a Low Barrier Navigation Center. The completed facility will provide temporary shelter and comprehensive support services for individuals experiencing homelessness and housing instability.

The Navigation Center is anticipated to include dormitory-style sleeping accommodations, intake and administrative offices, supportive-service and meeting spaces, staff work areas, dining and communal areas, showers, restrooms, secure storage, and other spaces necessary to support safe and efficient facility operations. Consistent with low-barrier principles, the facility should provide a welcoming and dignified environment capable of accommodating clients with partners, pets, and personal belongings, subject to the City’s final operating model and approved program.

Property Acquisition and Early Improvements

• Property Acquisition: On August 18, the City Council and Successor Agency approved the purchase and sale of the property. Completion of the acquisition remains subject to Oversight Board approval.

• Environmental Remediation: Remediation work was scheduled to begin on August 24 in preparation for subsequent improvements to the facility.

• Structural Repairs and Roof Replacement: The City Council approved a full replacement of the existing roof, along with all necessary structural repairs, to occur September. The selected consultant shall review and coordinate with all available remediation, structural-repair, and roof-replacement documentation and confirm how the completed work affects the proposed design.

RFP for Architectural and Engineering Services Page 4

Building and Site Improvements

• Architectural and Interior Improvements: Renovate the existing facility to accommodate sleeping areas, intake and administrative functions, supportive services, staff operations, dining and communal areas, hygiene facilities, secure storage, and other operational requirements. The interior design should support resident dignity, staff safety, efficient supervision, durability, and flexibility.

• Structural: Evaluate the existing structural system and incorporate any improvements necessary to support the proposed occupancy, layout, equipment, building systems, and code requirements.

Coordinate the design with structural repairs completed in connection with the roof replacement.

• Mechanical, Electrical, Plumbing, and Fire Protection: Evaluate existing systems and design the improvements necessary to serve the Navigation Center’s increased occupancy and operational demands. Improvements may include HVAC and ventilation, domestic water and sanitary sewer, electrical service and distribution, emergency power, lighting, fire alarm, fire sprinkler, building controls, and related life-safety systems.

• Security and Technology: Develop integrated security, access-control, video-surveillance, duress-alarm, communications, data, audiovisual, and other technology systems appropriate for a low-barrier residential and supportive-service environment.

• Site and Civil Improvements: Evaluate site circulation, parking, accessible routes, utility capacity, drainage, lighting, fencing, gates, privacy, outdoor resident areas, refuse handling, fire-department access, and construction staging. Design all improvements required to support the proposed use and obtain agency approvals.

• Existing Conditions and Due Diligence: Review available record documents and evaluate existing building, site, utility, accessibility, and hazardous-material conditions. Identify and perform or recommend any additional surveys, investigations, testing, or technical studies required to complete the design.

Project Objectives

• Create a Safe and Dignified Navigation Center: Provide a welcoming, trauma-informed, and service-oriented environment for individuals experiencing homelessness and housing instability.

• Support Low-Barrier Operations: Develop a facility capable of accommodating residents with partners, pets, and personal belongings while supporting appropriate safety, privacy, and operational controls.

• Validate the Operational Program: Confirm the City’s program, anticipated occupancy, staffing, adjacencies, security requirements, service-delivery model, and space needs before advancing the design.

• Adaptively Reuse the Existing Facility: Maximize the use of the existing building while addressing necessary architectural, structural, accessibility, building-system, and site improvements.

• Coordinate Early Improvements: Incorporate and coordinate with the City’s environmental remediation, structural-repair, and roof-replacement work to avoid conflicts, duplication, or gaps in the completed facility.

• Maintain Budget and Schedule Alignment: Advance the design through defined milestones with ongoing cost evaluation, value management, constructability review, and schedule coordination.

• Provide Complete Project Delivery Services: Support the City through programming validation, design, environmental coordination, permitting, competitive bidding, construction administration, commissioning, closeout, and preparation of record documents.
