About this opportunity
Anne Arundel Community College is soliciting Statements of Qualifications from architectural and engineering firms for design and construction-phase services for the Hotel, Culinary Arts and Tourism Addition to the Clauson Center for Innovation and Skilled Trades on its Arnold Campus, with SOQs due October 29, 2026 at 11:00 a.m. ET. The College intends to short-list at least three qualified firms to advance to technical and price proposal phases.
Respondents must be regularly engaged in architectural and engineering services for a minimum of five years and maintain current Maryland professional licenses and insurance. The project will use the Construction Manager at Risk method with a Guaranteed Maximum Price delivery model, requiring close collaboration between the A&E firm, College, and CMAR throughout design and construction. The addition must achieve minimum LEED Silver certification with a goal of LEED Gold; the selected A&E firm leads the LEED certification process. BIM capability is an evaluation criterion.
The total project budget is approximately $12.171 million, comprising $10.677 million for construction and $1.494 million for furnishings, fixtures, and equipment. Primary spaces include instructional laboratories, culinary teaching and training spaces, classrooms, faculty and administrative offices, and student collaboration spaces. The design phase runs through July 31, 2028, with construction completion anticipated in early August 2030.
Questions are due October 14, 2026. A technical-price Request for Proposal will be issued to qualified firms on November 23, 2026, followed by a pre-proposal meeting on December 3 and site visit on December 4, 2026. Technical proposals are due January 15, 2027, with interviews scheduled February 18–19, 2027. The top-ranked firm is anticipated to be determined by February 23, 2027, with price negotiations March 1–31, 2027. Board of Trustees approval is expected May 11–12, 2027, and contract execution and Notice to Proceed are issued July 1, 2027. Respondents must register with eMaryland Marketplace Advantage (eMMA) and submit digitally signed SOQs via email. SOQ evaluation criteria include firm profile, key personnel experience, example projects, BIM capabilities, value-added services, MBE participation, financial stability, and litigation history. All respondent costs for preparation, meetings, and interviews are borne by the respondent.
