About this opportunity

The Palm Beach County Department of Airports is requesting proposals for an advertising concession agreement at Palm Beach International Airport (President Donald J. Trump International Airport), with proposals due August 12, 2026 at 3:00 p.m. Amendment No. 4 extended the deadline from the original July 13 date. A mandatory pre-proposal conference was held on June 18, 2026; failure to attend results in automatic disqualification.

The scope is design, installation, management, maintenance, and operation of an airport advertising program. Proposers must submit comprehensive development plans, financial projections including audited financial statements for the contracting entity, business references demonstrating airport advertising concession experience, and detailed capital investment information. All advertising content, displays, and locations are subject to county review and approval; prohibited content includes false, deceptive, misleading, or politically oriented material, and advertisements promoting tobacco, vaping, alcohol, or adult entertainment.

The proposed percentage fee must be no less than 45 percent of monthly Gross Revenues during the Transition Period and 45 percent of annual Gross Revenues for each Contract Year, with fees that may remain constant or increase but cannot decline. Evaluation ranks proposals by the highest revenue proposal receiving full points, with subsequent proposals scored relative to that benchmark. The initial contract term may be five years with a five-year renewal option, or an alternative structure of seven years with a three-year renewal option, subject to proposed capital investment justification. A six-month Transition Period precedes operational commencement. Contract Year 1 runs April 1, 2027 through September 30, 2027. The County does not compensate unamortized capital investment at contract expiration; advertising displays depreciate on a straight-line basis to zero Net Book Value by term end. A redacted inventory of existing advertising locations is available; the complete unredacted version requires execution of a Non-Disclosure Agreement. Proposers must register as vendors in the Purchasing Department's Vendor Self-Service system.
