About this file

This is Amendment No. 2 to Request for Proposal PB 26-2 issued by the Palm Beach County Department of Airports for an Advertising Concession Agreement at Palm Beach International Airport. The amendment provides clarification and additional information to the original RFP, including sign-in sheets from the mandatory pre-proposal conference held on June 18, 2026, and the PowerPoint presentation slides delivered at that conference. The RFP solicits proposals to design, install, manage, maintain, and operate an innovative and creative airport advertising program. The maximum initial lease term is five years with an option for an additional five-year renewal term. The mandatory pre-proposal conference was held on June 18, 2026, at 10:00 a.m. at the Department of Airports, with attendance required for all interested proposers; failure to attend results in automatic disqualification. The deadline for submission of written questions and comments is June 25, 2026, at 3:00 p.m., and the proposal submission deadline is July 13, 2026, at 3:00 p.m. The selection committee meeting and oral presentations are scheduled for July 22, 2026, with an anticipated award date of September 15, 2026.

The proposed percentage fee for gross revenues shall not be less than forty-five percent (45%), with proposals ranked based on the highest revenue proposal receiving full points and subsequent proposals scored relative to that highest proposal. Proposers must complete a proposal response form identifying the proposed percentage fee for each contract year and the proposed minimum initial and renewal term investment amounts; failure to complete all required lines results in disqualification. All advertising content, displays, locations, and installations are subject to county review and approval, with the county maintaining sole discretion to approve, reject, modify, or remove any advertisement determined unsuitable for the airport. Prohibited advertising includes content that is false, deceptive, misleading, politically oriented, promotes tobacco, vaping, alcohol, or adult entertainment, or violates applicable laws and accessibility standards. Proposers must register as vendors in the Purchasing Department's Vendor Self-Service (VSS) system and review all RFP amendments posted to that platform. The primary contact persons for the RFP are Shawna Larose, Ph.D., Deputy Director of Real Estate and Concessions, and Allison Andujar.
