About this opportunity
The City of Tampa's Purchasing Department is soliciting sealed bids for Advanced Life Support Medications (Bid No. 26-P-00188) to be used by Tampa Fire Rescue in Hillsborough County, Florida. This goods procurement requires vendors to supply four specific medication line items: 370 units of Labetalol HCI 100mg vials, 1,810 units of Epinephrine 1:10,000 injections, 330 units of Adenosine 6mg vials, and 1,020 units of Diltiazem 25mg vials. All medications must maintain an expiration date of nine months or more from the date of acceptance, with delivery required within ten calendar days of order receipt. Vendors must warrant that all materials are free from defects for a minimum of 365 days and must arrange for pickup and replacement of any expired materials before the nine-month expiration period. Bid prices must be firm and include all shipping costs, freight on board to Tampa, Florida, and applicable taxes. Electronic bids must be submitted through the OpenGov eProcurement Portal by 3:00 pm on Wednesday, April 8, 2026, with the award to be made to the lowest responsive, responsible bidder within 120 days of bid opening. The contract term shall be for one year from the effective award date, with options to renew by mutual written agreement for two additional one-year periods, plus the City reserves the right to unilaterally extend the contract for up to three additional 30-day periods at the same terms and conditions.
This solicitation includes a Small Local Business Enterprise (SLBE) sheltered market designation with a bid discount of 5 percent for SLBE participation, not to exceed $10,000, though no subcontracting goals for certified SLBEs were established for this project. SLBEs and other eligible businesses are afforded full opportunity to participate without discrimination. Bidders utilizing SLBEs as subcontractors must submit a Schedule of Subcontractors to be Utilized form (DMI-20 Form) and a Letter of Intent (DMI-40 Form) signed by both the prime bidder and the SLBE firm within ten workdays after notice of intent to award is posted. All proposers must also submit comprehensive accessibility documentation, including an Accessibility Conformance Report based on the Voluntary Product Accessibility Template (VPAT) demonstrating conformance to WCAG 2.2 Level AA accessibility requirements and Section 508 federal accessibility standards. Additionally, vendors must provide Safety Data Sheets (SDSs) compliant with OSHA Hazard Communication Standards (HCS) for all medications supplied. The estimated contract value is $40,000.00, and the City of Tampa reserves the right to award by division or aggregate total, in whole or in part, and may cancel the award with ten days' written notice for cause or thirty days' written notice without cause.
