About this file
This is an ADA Requirements document issued by the City of Tampa's Purchasing Department establishing accessibility standards for all bids, solicitations, RFPs, and RFQs involving information, media, or communication technology (ICT) products and services. The document mandates that proposers submit comprehensive accessibility documentation demonstrating conformance to WCAG 2.2 Level AA standards and Section 508 federal accessibility requirements. Required submissions include an Accessibility Conformance Report (ACR) based on the Voluntary Product Accessibility Template (VPAT), a Supplemental Accessibility Report detailing evaluation methods, accessibility features, configuration instructions, and remediation plans for non-conforming features. For authoring tools that generate electronic content, proposers must provide samples of accessible content produced by the tool and documentation on creating accessible materials. If the City requires customized or specially developed ICT items, proposers must demonstrate how universal design principles will be incorporated into the solution. The City reserves the right to conduct demonstrations and hands-on testing of proposed ICT items prior to award decisions to verify conformance claims. Unsuccessful proposers must retrieve and bear the cost of returning products used in testing, while successful proposers' products will be retained and accounted for in any resulting order or returned at the proposer's expense if no order is placed.
The accessibility requirements apply specifically to the Advanced Life Support Medications procurement (Bid No. 26-P-00188) for Tampa Fire Rescue, creating an unusual convergence of ICT accessibility standards with a pharmaceutical goods procurement. Proposers must provide Safety Data Sheets compliant with OSHA Hazard Communication Standards for all medications supplied. The procurement encompasses four medication line items with quantities totaling 3,530 units, including Labetalol HCI, Epinephrine, Adenosine, and Diltiazem vials. Electronic bids are due by 3:00 pm on April 8, 2026, through the OpenGov eProcurement Portal, with award to be made within 120 days to the lowest responsive, responsible bidder. The contract term is one year from the effective award date with options to renew for two additional one-year periods, plus the City reserves the right to unilaterally extend for three additional 30-day periods at the same terms. The estimated contract value is $40,000, and the solicitation includes a Small Local Business Enterprise sheltered market designation offering a 5 percent bid discount for SLBE participation not to exceed $10,000.
