About this opportunity

The Nevada Department of Human Services, Aging and Disability Services Division (ADSD) is issuing a competitive Notice of Funding Opportunity (NOFO) to solicit applications from non-profit organizations, public agencies, and for-profit businesses to provide Supportive Services for Older Adults and Family and Informal Caregivers during State Fiscal Year 2027. The procurement encompasses five service categories: Transportation (approximately $2.1 million), In-Home Services (approximately $4.2 million), Caregiver Support Services (approximately $2.7 million), Food Security (approximately $300,000), and Health Promotion Services (approximately $230,000), with a combined total funding opportunity of approximately $9.5 million. Applicants must submit a separate application for each service category, with required deliverables including an ADSD Subaward Application with Project Narrative (PDF), ADSD Subaward Budget Template (Excel), and ADSD Work Plan (Word document). The project period extends from July 1, 2026, through June 30, 2028, with the budget period covering July 1, 2026, through June 30, 2027. Applications must be submitted by March 20, 2026, at 11:59 p.m. (PT), with funding decisions announced via email in June 2026. An optional virtual Applicant Informational Meeting will be held on February 20, 2026, at 1:00 p.m. via Microsoft Teams. Evaluation of applications will be based on a 50-point scoring matrix assessing Project Relevance and Priority Populations (10 points), Capacity and Approach (15 points), Cost Effectiveness and Sustainability (10 points), Project Impact (10 points), and Adherence to Application Instructions (5 points). Applicants must demonstrate compliance with ADSD General Service Specifications, provide proof of workers' compensation insurance and commercial liability insurance, ensure background checks for individuals serving vulnerable populations, and maintain enrollment in System Award Management (SAM).

Special consideration is given to applicants serving priority populations including individuals age 60 and older who are frail, homebound, or isolated; individuals at risk for institutional placement; those with Alzheimer's disease or dementia; individuals with greatest economic need (income at or below 300 percent of Federal Poverty Level); individuals with greatest social need; and those residing in rural, frontier, and tribal areas. Funding is supported by federal sources including Older Americans Act Titles III-B, III-D, and III-E; Social Services Block Grant (Title XX); Fund for a Healthy Nevada Independent Living Grant funding; and State General Funds. Matching funds are required at 15 percent of the ADSD-requested amount, which may be non-federal cash or in-kind contributions. Subaward recipients must comply with ADSD's Grant Instructions and Requirements, Requirements and Procedures for Grant Programs, and program-specific service specifications, and must submit monthly reimbursement requests by the 15th of each month along with required reporting data. Funding will be dispersed on a reimbursement basis according to ADSD's reporting schedule, and ADSD reserves the right to reallocate funds if subgrant terms are not met or if the scope of work is not achieved, though organizations will be provided 60 days to develop and implement an action plan with technical assistance before potential fund reduction or termination. No incumbent vendors or current contractors are specified in the funding opportunity materials.
