About this opportunity
The Oregon State Marine Board is seeking proposals through an Intermediate Procurement (RFP S-25000-00016593) to administer the statewide Adopt-A-River Program, which encourages volunteer individuals and groups to remove litter and debris from Oregon's rivers, streams, and waterways. Questions and clarifications are due by April 17, 2026, with proposals due May 10, 2026, at 4:00 PM Pacific Time, and a Notice of Award anticipated on May 22, 2026. The selected contractor will begin work on July 1, 2026, under an initial four-year term with options to renew up to a maximum of ten years. Primary contract responsibilities include four core tasks: actively recruiting, training, and supporting new river segment coordinators through outreach and promotion activities; providing ongoing support to existing coordinators through application processing, volunteer recognition programs, and quarterly communications; facilitating removal of invasive noxious weed species as part of cleanup activities when appropriate planning and monitoring are in place; and actively seeking additional financial support through matching funds, grants, and donations. The contractor must submit detailed cost proposals identifying personnel, travel, supplies, other costs, and administrative and overhead charges for each activity. Evaluation will be based on 100 total points: experience in providing requested services (30 points), approach and plans to meet requirements including timeline (25 points), key persons' qualifications (15 points), and cost evaluation (30 points). Required qualifications include at least three professional references from clients served within the last five years, demonstration of financial stability through recent financial statements or audits, and comprehensive insurance coverage including workers' compensation, general liability of at least $1,000,000 per occurrence, automobile liability of at least $1,000,000, and pollution liability of at least $500,000 per occurrence.
There are no specific set-asides restricting participation; however, the State offers a preference for Oregon supplies and services by applying a 10% cost reduction for all goods fabricated or services performed entirely in Oregon. Offerors with anticipated subcontracting opportunities must complete the Certified Disadvantaged Business (CDB) Outreach Plan to demonstrate commitment to providing equal opportunity to Oregon-certified firms including Disadvantaged Business Enterprises (DBE), Minority-Owned Businesses (MBE), Woman-Owned Businesses (WBE), Service-Disabled Veteran-owned businesses (SDV), and Emerging Small Businesses (ESB). No incumbent vendor information is specified in the solicitation documents. For proposers employing 50 or more full-time workers with a contract price exceeding $500,000, a current Pay Equity Certificate from the Department of Administrative Services is required. The contract documents do not specify an explicit budget range or award value; however, contractors must certify compliance with various statutory requirements for contracts anticipated to cost $150,000 or more, including policies preventing sexual harassment and discrimination. The contractor will be classified as an independent contractor and must comply with all applicable Oregon and federal laws, including tax compliance and civil rights statutes, with all compensation contingent upon the Agency receiving sufficient appropriations or expenditure authority within its biennial appropriation.
