This is a Request for Proposal (RFP) issued by the Oregon State Marine Board for the administration of the statewide Oregon Adopt-A-River Program under OregonBuys Bid #S-25000-00016593. The program encourages and facilitates volunteer individuals and groups to remove litter and debris from Oregon's rivers, streams, and waterways. The solicitation was issued on April 10, 2026, with questions and requests for clarification due by April 17, 2026, and offers due by May 10, 2026 at 4:00 PM Pacific Time. The Notice of Award is anticipated on May 22, 2026. The selected contractor will be expected to begin work on July 1, 2026, to avoid service lapses for existing program participants. The Agency anticipates awarding one contract with an initial term of four years, with options to renew up to a maximum of ten years. All inquiries should be directed to the Single Point of Contact, Sydney Purtzer, Procurement & Contract Specialist, at Sydney.Purtzer@boat.oregon.gov or 503-798-6404.
The contract scope includes four primary tasks: recruiting, training, and supporting new coordinators through outreach and promotion activities; supporting existing coordinators through application processing, volunteer recognition programs, and quarterly communications; potentially facilitating noxious weed removal as part of cleanup activities with appropriate planning and monitoring; and actively seeking additional financial support through matching funds, grants, and donations. Offerors must submit detailed cost proposals identifying personnel, travel, supplies, other costs, and administrative and overhead charges for each activity. The evaluation process awards points across three technical criteria—experience in providing requested services (30 points), approach and plans to meet requirements including timeline (25 points), and key persons' qualifications (15 points)—plus cost evaluation (30 points) for a total of 100 points. The State offers a preference for Oregon supplies and services, applying a 10% cost reduction for all goods fabricated or services performed entirely in Oregon. Offerors must provide at least three references from clients served within the last five years and demonstrate financial stability through recent financial statements, audits, or business plans. The Agency may conduct additional rounds of competition, including presentations, interviews, or best and final offers, and reserves the right to reject any or all offers at its discretion.
