About this file

This is a Certified Disadvantaged Business (CDB) Outreach Plan attachment for the Oregon State Marine Board's solicitation to administer the statewide Adopt-A-River Program, which seeks to encourage and facilitate volunteer individuals and groups to remove litter and debris from Oregon's rivers, streams, and waterways. The form requires offerors to certify their status as Oregon-certified firms under ORS 200.055 by the Oregon Certification Office for Business Inclusion and Diversity (COBID), identify certification types including Disadvantaged Business Enterprise (DBE), Minority-Owned Business (MBE), Woman-Owned Business (WBE), Service-Disabled Veteran (SDV), or Emerging Small Business (ESB), and provide their Oregon State Certification Number. Offerors must document prior contractual relationships with certified firms within the past two years and identify potential minority-owned, woman-owned, service-disabled veteran-owned, or emerging small business partners that are not currently certified.

For offerors anticipating subcontracting opportunities, the form requires detailed descriptions of solicitation steps for certified firms, identification of specific subcontracting opportunities with approximate dollar values, and commitment to report subcontractor identities and subcontract values to COBID if awarded the contract. The outreach plan is not scored in the evaluation process but is mandatory for offerors with anticipated subcontracting opportunities. Certified firms must be provided equal opportunity to compete for and participate in subcontract performance, with all submission information supporting this requirement submitted alongside the formal offer.
