About this opportunity
The Colorado Department of Corrections is soliciting quotes for Administrative Hearing Officer services for the State Board of Parole via Documented Quote DQ 2027000125, with quote submissions due October 28, 2026 at 4:00 p.m. MST and a written inquiries deadline of October 19, 2026 at 2:00 p.m. MST.
The awardee must personally conduct 10 to 20 parole hearings per week (each 20 to 40 minutes), presiding over parole eligibility adjudications, revocation proceedings, rescission reviews, and related Board proceedings under C.R.S. 17-2-201 and 17-2-202. Hearings will be administered via teleconference or videoconference. No subcontracting is permitted. The awardee must provide a private, secure working environment and immediately transmit executed decision forms and case notes to the Board's records management system.
Bidders must hold a law degree and maintain an active Colorado law license; a copy is required with submission. Bidders must also complete comprehensive training on Colorado Parole laws, CDOC Administrative regulations, and hearing procedures prior to commencing work. The awardee must register with Colorado Secretary of State, confirm state tax compliance, disclose any services performed outside Colorado or the United States per C.R.S. 24-102-206, and provide a Non-Conflict of Interest declaration. A criminal background investigation, including fingerprinting and drug testing, is required within 30 days of notification. SDVOSB certification status must be disclosed.
Pricing is billed per hearing and itemized by date, facility or location, and total hearing count. All pricing remains firm during the initial contract term; the CDOC may unilaterally elect an annual increase not exceeding 2.5% for subsequent fiscal years if agreed upon with the awardee. Price is the primary evaluation criterion, though past performance and sample quality may be considered.
The initial term runs November 5, 2026 through June 30, 2027, with optional renewal for up to four additional one-year periods (maximum five-year term), contingent on fund appropriation. The State's administrative office is located at 1600 W. 24th Street, Building 54, Pueblo, Colorado 81003. A notice of intent to award is estimated for October 30, 2026, with purchase order execution anticipated for November 5, 2026. Bidders must register with Bidnet Direct and maintain insurance including Commercial General Liability ($1,000,000 per occurrence), Professional Liability ($1,000,000 per occurrence and aggregate), and Protected Information Insurance ($1,000,000 per occurrence / $2,000,000 aggregate).
