About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) is seeking in-person foreign language interpreter services through Invitation for Bid (IFB) #6000001972, which covers multiple California jurisdictions including Los Angeles, Sacramento, Solano Counties, and Stockton and Torrance Cities. The procurement is for live interpreter services to support inmate/parolee hearings, including life parole consideration, medical parole, elderly parole, youth offender, and mentally disordered offender proceedings. Interpreters must be either certified by the Judicial Council's Court Interpreter Certification Examination or registered with English Fluency Examination certification. Services are required Monday through Friday from 8:00 AM to 5:00 PM, with rates based on half-day or full-day sessions across three geographical regions: Northern, Central, and Southern California. The bid submission deadline is March 9, 2016 at 11:00 AM, with a public bid opening at 1:30 PM the same day, and the anticipated contract period is from July 1, 2016 through June 30, 2018.

While the procurement is exempt from Disabled Veteran Business Enterprise (DVBE) requirements, the state encourages DVBE and small business participation. The current contract has two existing contractors: Global Interpreting Inc. (primary, valued at $423,875) and Excel Interpreting Inc. (secondary, valued at $491,880). The state intends to award multiple agreements for backup purposes, with the lowest responsible bidder designated as the primary contractor. Bidders must maintain commercial general liability insurance of $1,000,000 per occurrence and submit three letters of reference from within the past 5 years. International vendors are required to have appropriate California business licensing. The CDCR reserves the right to augment the agreement amount by 25-100% of the total bid amount, and contractors may offer discounts for prompt payment. The estimated service volume varies by region, with Northern California requiring 204 common and 36 exotic language hearings, Central California needing 180 common and 30 exotic language hearings, and Southern California requiring 305 common and 55 exotic language hearings.
