About this opportunity
The Florida Department of Environmental Protection (FDEP) is seeking bids for the Indian Key Historic State Park Dock and Pavilion Replacement project, a comprehensive infrastructure renovation located in Leon County. The procurement involves complete replacement of existing dock and pavilion structures, with specific technical requirements including marine-grade aluminum construction, 5/8" plywood roof decking, and anti-slip 4" steps. Key project objectives include constructing a new dock and pavilion with precise engineering specifications, such as pre-engineered exposed roof trusses and decorative plates, using pressure-treated lumber and marine-grade materials. The project has a 300-day contract period and requires contractors to submit sealed truss plans prepared by a Truss Engineer for approval by the Engineer of Record. Bid submissions are due no later than 3:30 PM (ET) on April 1, 2025, to be delivered to the Bureau of Design and Construction in Tallahassee, with additional questions accepted until 10 days prior to the submission deadline. Contractors must sign and include the addendum with their bid, with potential rejection for non-compliance.
The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged business enterprises. While no incumbent vendor is mentioned, the document recommends Atlantic Aluminum & Marine Products for some components, though equal alternatives can be submitted for approval. The project involves considerations for environmental factors like potential Queen Conch presence, which may warrant time-based contract extensions. No specific budget range is detailed in the provided documentation, though the complexity of the marine infrastructure replacement suggests a substantial capital investment. The procurement process allows for some material substitutions, such as alternative lumber configurations, and provides flexibility for contractors in selecting materials that meet marine-grade specifications. Contractors will need specialized expertise in marine construction, dock and pavilion replacement, and familiarity with environmental preservation requirements in state park settings.

2. Question: Can you confirm that the response time from the agencies should not be included in the 300-day contract period?
Answer: It is included in the 300 days.
3. Question: If relocation affects the schedule, is the contractor entitled to a contractual time extension?

7. Question: Can you confirm that this regulation only affects in-water activities and not work outside the water surface?
Answer: Confirmed
8. Question: What is the correct spacing for the Pavilion trusses: 16" O.C. or 24" O.C.?
Answer: The abbreviation "UON" (as listed in the abbreviations on sheet G102) means "Unless Otherwise Noted." Since sheet S210 notes 16" O.C., that specification should be followed.
9. Question: What is the specified material for the roof deck?
Answer: Roof deck shall be 5/8" plywood, nailed 6" O.C. in the field and 4" O.C. on the edges.
10. Question: Should thermal insulation be included in the roof?

Answer: No fire resistance is required for this project.
12. Question: Should double waterproofing be considered?
Answer: Waterproofing shall be peel-and-stick applied to plywood with the stated roofing finish cover.
13. Question: Can (3) 2x12 PT be substituted with (2) 3x12 or (1) 4x12?
Answer: The substitutions are acceptable when the lumber is pressure treated (PT).
14. Question: Can (2) 2x12 PT be substituted with (1) 3x12 or (1) 4x12?
Answer: The substitutions are acceptable when the lumber is pressure treated (PT).
15. Question: Which of the two options is required?
Answer: Plans were prepared with pre-engineered exposed roof gang nail trusses and decorative plates in mind.
16. Question: If Exposed Roof Trusses are chosen, is there a design or manufacturer preference?
Answer: There is no design or manufacturer preference; however, pre-engineered truss plans should be prepared by a Truss Engineer. The sealed truss plans must be submitted to the Engineer of Record (E.O.R.) for approval.
17. Question: Is there an approved manufacturer or model?
Answer: E.O.R. recommends Atlantic Aluminum & Marine Products, but an equal can be submitted for approval.
18. Question: What should the aluminum type, thicknesses, and tube diameters be?
Answer: Constructed of marine-grade 6000 series aluminum. Thickness and tube diameters have no specific preference.
19. Question: What should be the step shape (anti-slip, specific width, coating)?
Answer: The steps should be anti-slip 4".
20. Question: Is any anti-corrosion treatment required?
Answer: No additional anti-corrosion treatment is required when aluminum is marine grade. The client may wish to consider powder coating for aesthetic enhancement, and this should be discussed with the client.
21. Question: The bid submission deadline.
Answer: The original bid submission deadline was 3:30 pm (ET), Thursday, March 18th, 2025, but shall be extended to 3:30 pm (ET) Tuesday, April 1st, 2025 as per this Addendum.
22. Question: The possibility of submitting additional questions if the responses lead to further inquiries.
Answer: Additional questions will be accepted until 10 days prior to the official bid submittal due date.
