About this opportunity

The Florida Department of Environmental Protection (DEP) has issued an addendum for Bid No. BDC60-24/25, a construction project for the Rookery Bay National Estuarine Research Reserve Briggs Boardwalk located in Leon County. The procurement involves constructing a new boardwalk with specific technical requirements, including 25-foot piling penetration for roof structures, with defined parameters for pile installation and acceptable refusal conditions. The bid specifically excludes previously planned parking lot work, focusing solely on boardwalk construction. Potential bidders must submit their proposals to Laurinda Micheels, Contracts Specialist, at the Bureau of Design and Construction in Tallahassee by July 15, 2025. The bid requires contractors to sign the addendum and include it with their submission, with failure to do so potentially resulting in bid rejection. Key objectives include completing the boardwalk construction according to precise structural specifications and meeting the DEP's technical requirements for piling installation and embedment depth.

No specific set-aside designations or restrictions on bidder types were explicitly mentioned in the documentation. The procurement appears open to qualified construction contractors capable of meeting the technical specifications for boardwalk construction. While a previous budget estimate of $2,000,000 was referenced, the DEP confirmed this was not a cancellation factor and indicated intent to award to the lowest responsive bidder. The project involves constructing a boardwalk at the Rookery Bay National Estuarine Research Reserve, suggesting potential environmental sensitivity and need for specialized construction expertise. The department will evaluate bidders based on responsiveness to bid documents and technical capability to complete the project according to the specified piling installation requirements. Although an exact budget range was not definitively stated, the previous $2,000,000 estimate provides a potential reference point for expected project value.

Signature of Contractor and Date

The following statements supersede & supplement the corresponding items in the specifications & drawings:

1. Question: Please confirm removal of the parking lot work is the difference in scope between previous April and a new bid. Please confirm the scope and design of the boardwalk itself remained unchanged. If not please list major differences.

Answer: The parking lot was removed from the bid. The successful bidder will be responsible for all work in the contract documents for this bid.

2. Question: Please confirm $2,000,000 budget estimate in April bid was not the reason for bid cancellation. With parking lot being approximately 10% or less of the bid will contract be still awarded to the responsive bidder if bid is significantly over $2,000,000?

Answer: No, it was not the reason for bid cancellation. Our intent is to contract with the apparent lowest and responsive bidder per the bid documents.

3. Question: Based on the revised drawings there is a new piling penetration required for pilings attached to the roof structures of 25'. Is there an allowance if refusal is met while driving the pilings, adjusting the requirement to less than 25'?

Answer: Per the structural general notes on Sheets S102 and S103 of the signed construction plans, the specified 25'-0" minimum embedment depth applies unless refusal is encountered. The plans define practical refusal as follows:

"20 blows per inch or less than one inch penetration, with the hammer operating at the highest setting determined by the engineer and less than ¼ inches rebound per blow, then pile shall be cut to required height."

Accordingly, if these conditions for refusal are met during driving, the pile may be cut without achieving the full 25 feet of penetration. No additional authorization is required, provided the refusal criteria are documented and satisfied in the field.

In all other respects, the contract documents of which this is an Addendum, and attachments relative thereto, shall remain in full force and effect.
