About this opportunity
This Request for Quotation (RFQ) issued by the West Virginia Division of Corrections and Rehabilitation procures interior fire-rated steel doors for the Pruntytown Correctional Center and Jail located at 2006 Trap Springs Road, Grafton, West Virginia 26354. The procurement seeks two specific door assemblies: one 90-minute fire-rated single door measuring 36 inches wide by 79.5 inches high with a 6-inch frame, primed grey and configured for right-hand swing-out operation; and one 90-minute fire-rated double door measuring 60 inches total width (consisting of two independent doors of 35.75 inches and 23.75 inches wide, both 80 inches high) with a 4.875-inch frame, also primed grey and right-hand swing-out configured. Both door types must be pre-drilled and ready for lock sets and deadbolts, which will be supplied and installed by the Agency. Delivery must be completed within seven calendar days of purchase order receipt, with F.O.B. destination terms requiring the vendor to bear all shipping costs and risk of loss. The contract will be awarded to the vendor offering the lowest overall total cost meeting all specifications. Responses were due by November 8, 2019, at 4:00 p.m., with questions required by October 25, 2019, and submission directed to Tina M. Desmond at the Pruntytown Correctional Center Business Office or via email at tina.m.desmond@wv.gov or fax at (304) 265-6111.
Vendors must complete and return a notarized Purchasing Affidavit certifying that they are not in default on any monetary obligations owed to the State of West Virginia or its political subdivisions, including payroll taxes, property taxes, sales and use taxes, and other fees or fines, with non-construction vendors required to further affirm that neither they nor related parties owe debts exceeding one thousand dollars in the aggregate or are in employer default status. The solicitation does not identify any set-aside designations, disadvantaged enterprise restrictions, or incumbent contractors. The State of West Virginia is exempt from sales and use taxes and will not reimburse such charges, and vendors must accept payment by electronic funds transfer or state P-Card and may not charge additional fees not expressly provided in the solicitation. The apparent successful vendor must register with the West Virginia Purchasing Division, provide proof of applicable licenses, certifications, permits, and insurance as specified, and furnish a two-year maintenance bond covering the door systems prior to contract award. No specific budget range or award value is disclosed in the solicitation documents; however, this is a one-time purchase with firm pricing for the life of the agreement, with payment made in arrears following delivery and acceptance of goods.
