About this opportunity

Collier County Board of County Commissioners' Procurement Services Division, in collaboration with the Transportation Management Services Department, is issuing a Request for Information on adaptive traffic control systems for signalized intersections throughout Collier County, with responses due October 12, 2026. This is a grant-funded, non-binding information-gathering RFI; the County has not committed to formal procurement and will follow Collier County Procurement Ordinance procedures if it proceeds to solicitation.

The scope encompasses commercially available adaptive traffic control systems capable of optimizing phase timing, cycle length, sequence, and offsets across three arterial roadways. The initial focus is traffic signal timing optimization at 13 signalized intersections identified in Attachment A, spanning Santa Barbara Boulevard, Golden Gate Parkway, Radio Road, and their cross streets throughout the county. Respondents must provide detailed technical information on system architecture, detection technologies, adaptive signal control capabilities, Emergency Vehicle Preemption and Transit Signal Priority integration, compliance with NEMA TS2 and NTCIP industry standards, data collection and performance monitoring capabilities, deployment experience with case studies, implementation timelines, and ongoing operations and maintenance requirements. Respondents must also submit credentials and experience executing similar projects. No pricing information is required.

Responses must be submitted electronically through the Collier County Procurement Division Online Bidding System to the Procurement Services Division, 3295 Tamiami Trail East, Building C-2, Naples, Florida 34112. All questions must be submitted through the online bidding system with responses posted to all interested companies. Responses are subject to Florida Public Records Law; respondents may designate trade secrets, financial information, or proprietary information as confidential under applicable Florida statutes by completing the Confidential Information Designation Form. A project map identifying the geographic scope of signalized intersections is provided in Attachment B.
