About this file

This is a Request for Information (RFI) issued by the Collier County Board of County Commissioners' Procurement Services Division in collaboration with the Transportation Management Services Department to solicit information regarding Adaptive Traffic Control Systems for signalized intersections throughout Collier County, Florida. The County seeks commercially available adaptive traffic control systems capable of optimizing phase timing, cycle length, sequence, and offsets across three arterial roadways. The project will initially focus on traffic signal timing optimization of 13 signalized intersections, with responses required by Monday, October 12, 2026, at the Procurement Services Division located at 3295 Tamiami Trail East, Building C-2, Naples, Florida 34112. The RFI emphasizes that this is a non-bidding information-gathering method, and should the County proceed with formal solicitation based on responses, it will follow Collier County Procurement Ordinance procedures. All submissions must be made electronically through the Collier County Procurement Division Online Bidding System website.

Respondents are instructed to provide detailed technical information without pricing, including system architecture, detection technologies, adaptive signal control capabilities, Emergency Vehicle Preemption and Transit Signal Priority integration, compliance with industry standards including NEMA TS2 and NTCIP, data collection and performance monitoring capabilities, deployment experience with case studies, implementation timelines, and ongoing operations and maintenance requirements. The County requests information on credentials and experience executing similar projects. Responses are subject to Florida Public Records Law, and all questions must be submitted through the online bidding system with responses posted to all interested companies. This RFI is grant-funded and represents the County's effort to modernize traffic management infrastructure to reduce congestion and improve traffic flow across arterial corridors.

2. Interested companies are invited to respond to this RFI outlining their solution for an adaptive traffic control system that is capable of optimizing phase timing, cycle length, sequence and offsets of signalized intersections across three intersecting arterials, taking into account that the County is open to hearing from interested companies offering different points of.

BACKGROUND

Collier County Transportation Management Services Department seeks to implement an Adaptive Traffic Control

(ATC) system at intersections across three arterial roadways. The ATC system will optimize traffic signal operations, improve mobility, and enhance safety through real-time adaptive signal adjustments based on traffic conditions.

Collier County roadways should have signalized intersections timing updated at minimum every five (5) years to progress arterial traffic and minimize delay. The potential future project will initially consist of traffic signalization timing optimization of 13 intersections utilizing the ATC system (see Attachment A – Location List and Attachment B –

Adaptive Traffic Control System Project Map).

Collier County is seeking information regarding commercially available adaptive traffic control systems (ATCS) that could potentially be deployed along a corridor consisting of 13 signalized intersections.
