About this opportunity
The Massachusetts State 911 Department, through the Division of Capital Asset Management and Maintenance (DCAMM), is requesting proposals for a ten-year lease of approximately 18,500 square feet of usable area in Pittsfield for a Public Safety Answering Point (PSAP), office, and classroom space, with proposals due August 20, 2026 at 2:00 p.m. DCAMM will consider space ranging from 15,000 to 20,000 square feet.
The facility must support 24/7/365 operations as a secure, backup, or regional emergency communication center. The space allocation schedule specifies a 4,500-square-foot Communications Room with ten user-supplied consoles, Director and Deputy Director offices, Operations Manager and Radio Systems Manager offices, additional staff positions, support areas including records storage and IT/technical spaces, a 1,200-square-foot classroom, a 750-square-foot training room, two conference rooms totaling 650 square feet, and a two-bay garage with minimum 13-foot ceiling height. The facility must be located within approximately five miles of the radio communication tower at 467 Cheshire Road, Pittsfield, and must feature a dedicated HVAC system with N+1 redundancy via two UPS systems, a raised flooring system in the PSAP room, and a diesel generator with minimum three-day fuel capacity. Parking requirements include 30 general spaces, 25 reserved spaces, 3 accessible spaces, and 3 dual-head electric vehicle charging stations.
The landlord is responsible for all turnkey construction improvements, including architectural, engineering, and permitting services, and must provide comprehensive landlord services including 24/7 HVAC maintenance, utilities, janitorial services, security systems, and building maintenance. All work must comply with the Massachusetts State Building Code, MAAB regulations, and ADA standards, with final approvals required from DCAMM prior to construction.
Evaluation criteria include location suitability, proximity to transportation and radio communication infrastructure, parking availability, building condition, configuration compatibility, and alignment with Commonwealth Policy Objectives including Gateway Cities prioritization, decarbonization goals per Executive Order 594, inclusive design, and environmental justice considerations. DCAMM prefers a fully gross lease rate with operating expenses and taxes included. Target occupancy is July 2027. Proposers must be record owners, existing tenants with sublease rights, prospective purchasers with executed agreements, or authorized agents with binding authority. Site visits will be conducted by DCAMM and the User Agency for competitive proposals.
