About this opportunity

The Texas A&M University System's Office of Procurement and Business Services is requesting qualifications for actuarial services under RFQ SBA-27-289, with submittals due October 23, 2026 at 2:00 p.m. Central Time and an anticipated award date of October 29, 2026. A 2% VetHUB subcontracting goal applies; respondents must submit a completed State of Texas Subcontracting Plan.

The scope encompasses three core tasks: annual actuarial analysis of self-insured health, prescription drug, and dental plans with premium pricing and IBNR reserve determinations; annual actuarial and rating analysis of self-insured risk management programs including Workers' Compensation, Automobile Liability/Physical Damage, and Prescribed Burn Liability; and annual OPEB valuations compliant with Governmental Accounting Standards Board Statement No. 75. The A&M System serves approximately 175,000 students, maintains 27,426 enrolled employees and retirees in the self-insured A&M Care PPO plan (63,889 total covered lives), and administers approximately 54,313 dental plan participants.

Respondents must hold actuarial credentials including FSA, ASA, FCAS, ACAS, MAAA, or EA designations and demonstrate substantial experience with public employers or higher education institutions, particularly in Texas. Professional liability insurance with limits of not less than $2 million per occurrence and $4 million aggregate is required. Submittals must include detailed qualification statements on staffing credentials, public employer experience, health and property-casualty actuarial expertise, OPEB/GASB valuation experience, executed Execution of Offer and Non-Collusion Affidavit documents, and certification of non-discrimination compliance and HIPAA Business Associate Agreement obligations.

Respondents must provide fixed fee quotes for the three primary tasks guaranteed for the initial three-year term, with pricing for additional ad-hoc projects based on hourly rates. The initial contract term is three years with an option to extend up to three additional years, with maximum performance ending October 31, 2029, and an effective date of November 1, 2026. The incumbent vendor is Rudd & Wisdom, Inc. Addendum 1 has been issued and must be acknowledged as part of the submission.
