About this file

This is Addendum 1 to a solicitation for Actuarial Services issued by the State of Texas. The addendum modifies the original solicitation SBA-27-289 and clarifies requirements for vendors seeking to provide actuarial consulting services to the state. The addendum addresses specific terms, conditions, and technical specifications related to the scope of work, ensuring that all bidders have uniform understanding of project requirements and deliverables. Interested vendors must acknowledge receipt of this addendum as part of their bid submission, and all responses must comply with the modifications outlined herein to be considered responsive and eligible for award consideration.

The addendum contains revisions to pricing structures, evaluation criteria, or contractual terms initially presented in the base solicitation. All prospective bidders are required to incorporate the addendum requirements into their proposals, and failure to acknowledge the addendum may result in bid rejection. The modifications ensure compliance with state procurement regulations and may impact the competitive evaluation process, pricing submissions, or contract performance standards established in the original solicitation documents.

THE TEXAS A&M UNIVERSITY SYSTEM

Office of Procurement & VetHUB Program

ADDENDUM NO. 1

Date: October 14, 2026 RFP Due Date: October 23, 2026

RE: RFQ-01-SBA-27-289 – Audit Services

Respondents shall acknowledge receipt of addendum(s) on the Execution of Offer (Exhibit A).

Questions/Responses:

1. Does the A&M System intend to award all three actuarial service categories to a single firm, or would it consider separate awards for employee benefits, risk management and OPEB actuarial services?

Response: Our preference is to award all services to one vendor.

2. What are A&M System’s primary goals and priorities for its actuarial consulting relationship over the next three years? Are there specific areas where the System is seeking additional strategic guidance, innovation or enhanced support?

Response: We do not currently have any additional strategic goals for actuarial services. We will be issuing a separate RFP for benefit consulting and PBM evaluation soon.

3. Should all actuarial reports be provided based on the A&M System’s fiscal year, calendar year, or both?

Response: Fiscal year unless regulatory guidance differs.

4. Task 1: Are there any pain points with the current process, timeline, or deliverables that you would like to address as part of this RFQ?

Response: No

5. Task 1: How many rounds of self-insured projections should be assumed in our proposal? E.g., initial projections provided in February and an update in April/May with additional experience?

Response: We usually have 2 to 3 projections, which may include additional requests/changes.

6. Task 1: Should the proposal include regular experience reporting for the self-insured medical, pharmacy and dental plans? If so, what is the preferred frequency of these reports (monthly, quarterly, etc.)?

Response: We would prefer quarterly reporting.

7. Task 1: Please confirm that only one annual IBNR should be included in the proposal to be delivered in September/October.

Response: There are 2 IBNRs performed annually. One for the Medical plan and one for Risk Management. If your pricing is different for each IBNR provided, please include this in the proposal.

8. Task 1: Does the A&M System currently purchase stop loss coverage and if so, what is the ISL deductible?

Response: No. The A&M System has a reserve account.

9. Task 1: When is the last time that medical and pharmacy contracts were marketed and/or when is the next expected RFP?

Response: Based on current agreement expiration dates, the next expected RFP issuance for PBM will be March-April 2027, and medical expected around January-February 2032. These RFP timeframes are estimates and may change as deemed necessary by A&M System.

10. Task 1: Are there any special groups outside of retirees and part-time/full-time (unions, business groups, executives, etc.) that have special contributions, plans or rate structures included in the scope of this RFQ? If so, can you please elaborate?

Response: There are no groups outside of the information included in the request regarding our benefit plans.

11. Task 1: Are there specific pharmacy cost management initiatives or challenges that the A&M System expects its actuarial consultant to support, including specialty pharmacy, high-cost claims or PBM performance evaluations?

Response: No. We will be releasing a separate benefit consulting RFP soon which will encompass pharmacy evaluation and consulting.

12. Task 2: Are P&C actuarial services performed more than once a year?

Response: Not typically. If we require it to be done though, that should not be a problem for the actuary.

13. Task 2: You note actuarial reports needed for the following three lines: 1) Workers’ compensation

2) Automobile Liability / Automobile Physical Damage and 3) Burn Liability. Will all 3 of those lines need a report each time?

Response: It is likely all three (3) will be needed with each report. Workers’ compensation and burn liability will always be included with auto on an as needed basis.

14. Task 2: Are your Auto Liability and Physical Damage liabilities being estimated separately or in one combined report?

Response: One report

15. Task 2: What type of coverage covers the Burn Liability? (i.e. Medical Malpractice, General Liability Premises & Operations, etc.)

Response: General Liability

16. Task 2: Are there other coverages that you would like evaluated (i.e. property, general liability, educators liability, etc.)?

Response: Potentially. We require our actuary to be nimble and understand our business needs and respond accordingly.

17. Task 2: Will you require a funding study each year? If so, which lines?

Response: Yes, with workers’ compensation. Auto and Burn will be requested as needed.

18. Task 2: Is your actuary currently allocating your unpaid and forecasted losses by campus or other? If not, is this something you would like included?

Response: Yes, they forecast or produce rate analysis for each member.

19. Task 3: Will the winning actuary for the new contract effective November 1, 2026 be expected to match the timing of the last OPEB actuarial report for the last fiscal year, which was dated December 4, 2025? In other words, will the next OPEB actuarial report need to be completed in December 2026?

Response: No. The current actuary is working on this one and it will be completed with the current actuary. If a new actuary is chosen, it will be for the OPEB report for next year.

20. Task 3: Can the A&M System provide an estimate of the historical volume and nature of additional actuarial projects requested under Section 3.3 to assist respondents in understanding potential resource requirements?

Response: We have not had any major projects. Most of the requests come from contract review, legislative bills and committee data requests, data surveys, etc. that are out of the scope of normal business.
