About this opportunity
The University of Texas Health Science Center at San Antonio (UT Health San Antonio) is soliciting competitive sealed proposals for Access Control and Security Services under RFP No. 745-26-P25. The procurement encompasses the provision of all supervision, labor, materials, equipment, and tooling necessary to perform commercial access control and security services on an as-needed basis, including installation, maintenance, and repair of Illumia/CBORD CS-GOLD Control Access Systems compatible with existing Mercury panels and Assa Abloy locks. Qualified contractors must possess a minimum of five years of commercial access control and security services experience, preferably in higher education or healthcare environments, and must hold Certified Illumia/CBORD installer credentials with valid Texas Security Licenses. Pricing is submitted on an hourly basis for Supervisors and Skilled Technicians, with additional markup rates for after-hours work, proprietary equipment, and non-proprietary materials. Proposals will be evaluated based on cost (50%), proposer experience in higher education or healthcare settings (20%), ability to perform services (10%), staff qualifications (10%), and exceptions to contract terms (10%). The contract term runs from April 1, 2026, through March 31, 2028, with potential renewal for two additional one-year terms. The question deadline is 5:00 p.m. CST on Friday, February 6, 2026, with proposals and HUB Subcontracting Plans due by 3:00 p.m. CST on Friday, February 20, 2026, submitted via the Bonfire online system. No pre-proposal conference, site visit, or public opening is scheduled.
All proposers must submit a HUB Subcontracting Plan demonstrating good faith efforts to utilize Historically Underutilized Businesses certified by the Texas Comptroller, with prime contractors required to submit monthly Progress Assessment Reports documenting payments to all subcontractors throughout the contract period. Proposers must provide financial statements for the past two years if requested, customer references from at least three organizations with similar services provided within the past five years, and resumes with Illumia/CBORD Certifications for key personnel. Contractors must execute a Business Associate Agreement and FERPA Confidentiality and Security Addendum to comply with HIPAA, the HITECH Act, and the Texas Medical Records Privacy Act, with strict requirements regarding the handling of Protected Health Information and student education records. The University, as a tax-exempt state agency, will not provide tools, equipment, or personal protective equipment; contractors bear full responsibility for all required items and work quality standards. Payment terms follow the Texas Prompt Payment Act at net 30 days through electronic funds transfer. No specific budget or award value range is disclosed in the RFP documents provided.
