About this opportunity

The Unified Government of Athens-Clarke County, Georgia is requesting proposals for a Property Tax Collection Software System for the Tax Commissioner's Office, with proposals due November 18, 2022 and written questions due November 8, 2022. The scope covers software licensing, related subsystems, implementation, training, and ongoing support; the system must be cloud-based or Windows-based with Microsoft SQL Standard compatibility and must migrate existing Tax Commissioner Software SQL databases within 90 days of contract execution.

The estimated budget is $40,000 to $60,000 for the first year and $20,000 to $30,000 annually for ongoing maintenance. The vendor must demonstrate the ability to calculate fees and penalties for properties exiting bankruptcy status, reinstate suspended interest and penalties, and provide separate line items for each fee type (interest, penalties, GED, FIFA, collection, title, mail, administration, and advertisement fees), each maintaining a separate account for proper disbursement.

Evaluation criteria weight quality of proposal (30 points), qualifications and experience (20 points), support capabilities (20 points), pricing (15 points), project understanding (10 points), and references (5 points). The highest three scoring proposals will be invited to provide software demonstrations on November 23, 2022. Proposals remain valid until January 30, 2023.
